Is there a right to buy and sell the property rights of residential civil air defense parking spaces?

Usually not, it depends on whether there is property right. If there is property right, you can buy and sell, but if there is no property right, you can't buy and sell.

Why do underground parking spaces only sell but not rent? It is because underground parking spaces are civil air defense engineering parking spaces, which belong to the state and cannot be sold, so they have no property rights.

The Property Law takes the view of "agreed ownership" on the ownership of underground parking spaces, that is, in the absence of clear provisions on the ownership of parking spaces and garages in the current laws, the parties are required to agree on the ownership of parking spaces and garages through contracts: "As long as the underground parking spaces are not civil air defense projects, as long as they are invested and built by developers, the construction costs are not included in the cost of residential commercial housing and other garages, and the area of underground parking spaces is not included in the pool.
