The Inner Mongolia People's Congress was held in Wangye Temple (now Wulanhaote City), and 393 representatives from most Mongolian, Daur, Ewenki, Han, Manchu, Hui and North Korea nationalities in Inner Mongolia attended the meeting. The meeting passed a resolution to set up an autonomous government in Inner Mongolia and elected Ulanhu as its chairman. 1954, the people's government of Inner Mongolia Autonomous Region moved to Qiuci, renamed Hohhot, and designated it as the capital of Inner Mongolia Autonomous Region. In the same year, Ningxia Province was abolished and merged into Gansu Province.
