Chapter I General Provisions Article 1 In order to strengthen river management, ensure flood control safety, protect the ecological environment of rivers and give full play to the comprehensive benefits of rivers, these measures are formulated in accordance with the People's Republic of China (PRC) Water Law, the Regulations on River Management in People's Republic of China (PRC), the Measures of Shandong Province for Implementing the Regulations on River Management in People's Republic of China (PRC) and other laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the planning, construction, management and protection of rivers except the Yellow River and Zhang Weixin within the administrative area of this Municipality. Article 3 The length of rivers within the administrative area of this Municipality shall be set, and the length of rivers shall be set at four levels: city, county, township and village. The list of river chiefs shall be announced to the public. Article 4 River chiefs at all levels are responsible for organizing and leading the management and protection of corresponding rivers, including water resources protection, shoreline management, water pollution prevention and control, water environment management, water ecological restoration, river law enforcement and supervision, etc. , coordinate and solve major problems; Clarify the management responsibility of cross-administrative rivers, and coordinate the implementation of joint prevention and control of upstream and downstream, left and right banks; Strengthen the assessment, incentive and accountability, and supervise the work of relevant departments and river chiefs at the next level.

All relevant departments and units shall, in accordance with the division of responsibilities, implement the work related to the river length system. Article 5 The principle of territorial management and the responsibility system of the chief executive of the local government shall be implemented for flood control and obstacle removal of river courses. Sixth municipal water administrative department is the competent authority of the city's rivers. County (city, district) water administrative department is the competent authority of the river within their respective administrative areas. Public security, finance, natural resources planning, ecological environment, housing and urban construction, transportation, marine development, fisheries, forestry and other relevant departments should do a good job in river management and protection in accordance with the division of responsibilities.

Township people's governments and sub-district offices shall assist in the management and protection of rivers within their respective administrative areas. Seventh city river authorities are responsible for:

(a) responsible for guiding the city's river flood control work;

(two) responsible for the operation and management of municipal water works;

(three) responsible for investigating and handling major illegal cases involving rivers in the city;

(four) responsible for the preparation, approval and implementation of river planning within the municipal authority;

(five) to guide and supervise the management of rivers in counties (cities, districts);

(six) other duties as prescribed by laws, regulations and rules. Eighth county (city, district) river authorities are responsible for:

(1) To be responsible for the flood control safety of rivers, the operation management and maintenance of dikes and water conservancy facilities within its jurisdiction;

(two) responsible for the on-site supervision and management of river-related construction projects approved by the municipal level and the examination and approval of river-related construction projects within its authority;

(3) To be responsible for investigating and handling illegal cases involving rivers within its jurisdiction;

(four) responsible for the preparation, approval and implementation of river planning within the county area;

(five) the rational development and utilization of land within the scope of river management;

(six) other duties as prescribed by laws, regulations and rules. Article 9 Highway bridges built on river courses are an integral part of highways, which are managed and maintained by transportation departments and highway management agencies with corresponding management authority. The production bridge is managed and maintained by the local township people's government, street offices, villages or property rights units.

Docks, roads, ferries, pipelines, cables, pumping stations and other facilities built by other departments across rivers, rivers and dikes shall be managed and maintained by the construction unit. Article 10 The principle of combining unified management with hierarchical management shall be applied to rivers in this Municipality.

(a) Xiaoqing River, Tuhai River, Ma Jiahe, Dehui New River and other large rivers, Qinkou River, Shahe River, Zhimai River, Beizhi New River, Chaohe River, Fuxiao River (including Shengli River), Xinghua River, Baiyang River, Reserve River and other rivers across counties (cities, districts), the municipal river authorities shall be responsible for the unified planning and management of river construction projects.

(II) Other rivers are managed by the county (city, district) river authorities, or under the organization and coordination of the county (city, district) river authorities, managed by the township people's government and sub-district offices where the rivers are located. The specific river management list is determined and published by the county (city, district) people's government. Eleventh annual repair fees for river embankments shall be borne by cities and counties (cities, districts) in accordance with the principle of hierarchical management and included in the annual financial budget of the people's government at the same level. Chapter II Planning and Management Article 12 The municipal and county (city, district) river authorities shall, according to their respective authorities, formulate comprehensive river basin planning. Comprehensive river basin planning should be coordinated with national economic and social development planning, overall land use planning, overall urban planning and environmental protection planning.

City, county (city, district) river authorities shall, according to the comprehensive river basin planning, organize the preparation of flood control planning, waterfront utilization planning and other special river planning, and implement them after approval in accordance with legal procedures. Article 13 River regulation and construction shall conform to the comprehensive planning and special planning of river basins, flood control standards, navigation standards and other relevant technical requirements stipulated by the state, maintain the safety of dikes, and maintain the stability of river regime and smooth flood discharge and navigation. Article 14 The construction of flood control projects and other water projects on river courses shall conform to the requirements of flood control planning. Article 15 For the construction and development of water conservancy, prevention and control of water disasters, regulation of rivers, bridges, docks, roads, ferries, pipelines, cables, water intakes, sewage outlets and other river-crossing buildings and facilities, the construction unit shall, in accordance with the river management authority, report the project construction plan to the river authorities for examination and approval. Without the approval of the river authorities, the construction unit shall not start construction.
