Article 1 These Measures are formulated in accordance with the Notice of the General Office of the Central Committee and the General Office of the State Council on Forwarding to the Ministry of Construction and Other Units (No.8 [2005] of the Central Committee and the State Organs) and in combination with the actual situation of the Central Committee and the State Organs in Beijing.

Article 3 The supply mode of swing space is as follows:

(three) unified purchase or lease through the market;

Article 4 According to the urban planning of Beijing and the construction planning of central and state organs, the location and scale of the construction of revolving houses shall be determined. Turnaround housing construction projects should be in accordance with the existing authority division and approval procedures to fulfill the construction project approval procedures. The required construction funds are arranged in the central budget investment and earmarked for special purposes.

The construction area of single room shall be strictly controlled within 25m2, and the construction area of complete units shall be strictly controlled within 50m2, and relevant public life service facilities shall be built.

Article 6 The competent department shall exercise centralized management over the revolving houses that are uniformly built, rebuilt, purchased or leased. All units use revolving houses invested or transformed in the central budget, and centralized management is implemented in principle; With the conditions of self-management, the competent department may also entrust the relevant units to manage.

(2) Having served in the central and state organs in Beijing or having been transferred for less than 5 years;

(3) My spouse and I have not bought a house or rented a house in Beijing.

Article 9 An application for leasing a revolving house under centralized management shall be handled in accordance with the following procedures:

(a) to apply to the unit;

(two) after the unit summarizes the situation, it shall be submitted to the competent department according to the system;

(three) after examination, determine the list of personnel and housing arrangements;

(four) the competent department signed a written lease agreement with the lessee and the unit, and went through the relevant formalities.

To apply for renting the revolving house entrusted for management, the unit shall review, arrange and sign a written lease agreement with the lessee, and go through the relevant formalities.

Article 10 The rent standard of revolving houses shall be determined according to depreciation, maintenance, management, investment interest, taxes and other factors. The rent standard for entrusted management of revolving houses shall be reported to the competent department for approval.

Eleventh swing space rent charged by the property unit to the lessee, the implementation of special account management, specific measures shall be formulated separately.

Twelfth swing space lease period shall not exceed 5 years in principle. Under any of the following circumstances, the lessee shall vacate the leased swing space in time:

(1) The purchased house;

(2) to terminate the working relationship with the central and state organs in Beijing;

(3) The maximum lease term has expired;

(four) other circumstances that are not suitable for continuing the lease.

The maximum renewal period shall not exceed 2 years. The rent for continued lease shall be paid according to the rent standard of ordinary commercial housing in the same location and category at that time.

If the lessee occupies the revolving house without approval, it shall be ordered to vacate and bear the corresponding economic responsibilities.

Fourteenth units of new or rebuilt housing property rights, in principle, owned by the competent authorities, after approval can also be owned by the original property units.

Fifteenth the lessee shall pay the cost of water, electricity, gas, communication, cable TV, network services, etc.

Sixteenth swing space to implement standardized property management and services. The charging standards and collection methods of property fees and heating fees shall be implemented in accordance with relevant regulations.

Seventeenth departments should focus on the establishment of mobile housing use and management file information system, according to the changes of the lessee, timely change the relevant file information, in order to strengthen the supervision and management of mobile housing use.

Article 18 The lessee shall not lease or lend the revolving house to others for use. Once verified, immediately recover the turnover room.

Article 19 The central and state organs in Beijing as mentioned in these Measures include central departments, ministries and commissions in the Supreme People's Court, institutions directly under the Supreme People's Procuratorate and the State Council, and people's organizations.

The management of turnover houses of NPC organs and CPPCC organs can be organized and implemented with reference to these measures.

Article 20 The term "civil servants" as mentioned in these Measures refers to the staff of the central and state organs who perform public duties according to law, are included in the state administrative establishment, and their wages and benefits are borne by the state finance, including the staff of public institutions managed with reference to the Civil Service Law.

Article 21

The competent department shall be responsible for the interpretation of these Measures.

Article 22

These Measures shall be implemented as of the date of issuance.
