Some measures to support green and low-carbon development in the construction field

In order to implement the spirit of the Opinions of the Central Committee of the State Council on Fully, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job of Carbon Neutralization in Peak Carbon Dioxide Emissions (Zhong Fa [2021] No.36) and the Opinions of the Central Office of the State Council on Promoting the Green Development of Urban and Rural Construction (No.37), According to the Measures for the Administration of Special Funds for Municipal Finance in Shenzhen (Shen [20 18] 12) and the Measures for the Administration of Special Funds for Green Innovation and Development of Engineering Construction in Shenzhen (Shen Jian Gui [202 1] 1), the following measures are formulated:

First, high standards improve the quality of building construction.

(1) Accelerate the application of BIM technology. Guide the wide application of BIM technology in engineering construction projects, improve the level of intelligent management of project information and improve the quality of construction projects. For BIM technology application demonstration projects that meet relevant national, Guangdong and Shenzhen standards and requirements, the maximum subsidy per square meter of construction area is 15 yuan, and the maximum subsidy for a single project is10.5 million yuan, which does not exceed 3% of the project cost. The same project was funded only 1 time.

(2) Vigorously promote the upgrading of prefabricated construction projects. Fully develop prefabricated buildings, guide and cultivate enterprises to strengthen integrated application and technological innovation, and constantly improve the level of construction industrialization. For the projects that meet the relevant standards and requirements of prefabricated buildings in China, Guangdong Province and Shenzhen City, and are evaluated as demonstration projects by the national, provincial or municipal construction authorities, the maximum subsidy per square meter of construction area is 100 yuan, and the maximum subsidy for a single project is 8 million yuan, which does not exceed 3% of the construction and installation cost of the project. The same project was funded only 1 time.

(3) Promote the construction of ultra-low energy consumption construction projects. Accelerate the development of ultra-low-energy buildings, continuously improve the level of energy conservation, effectively reduce building energy consumption and carbon emissions from the source, and promote carbon neutrality of the peak carbon dioxide emissions in the construction sector. For those who meet the national, Guangdong or Shenzhen ultra-low energy consumption or (near) zero carbon and zero energy consumption standards and are recognized as national or Shenzhen ultra-low energy consumption or (near) zero carbon and zero energy consumption demonstration projects, the maximum subsidy for a single project is 5 million yuan according to the construction area per square meter 150 yuan, which does not exceed 5% of the project construction and installation costs.

(4) Support the integrated application of green and low-carbon advanced standards. For the construction projects that integrate and apply two or more advanced technical standards from the international and Guangdong-Hong Kong-Macao Greater Bay Area regions, and meet the corresponding comprehensive demonstration requirements through the evaluation of the municipal construction department, 60 yuan will be funded according to the construction area per square meter, and the maximum amount of funding for a single project will not exceed 5 million yuan, which will not exceed 3% of the project construction and installation project cost.

Second, promote the green and low-carbon operation of buildings.

(5) Strengthen the demonstration and guidance of high-star green buildings. Create a number of high-star green building benchmarking projects, form high-star green building clusters, and promote the construction of green cities. For projects with high-star green building signs and good social, environmental and economic benefits and leading demonstration effects, the maximum subsidy per square meter of construction area is 100 yuan, and the maximum subsidy for a single project is 7 million yuan, which does not exceed 4% of the project construction and installation project cost. The evaluation of green building signs is funded by 30 thousand yuan per parcel.

(six) actively promote the energy-saving transformation of existing buildings. Through the energy-saving transformation of a number of existing buildings with high energy consumption and low energy efficiency, the energy efficiency of building operation is improved and the carbon emission of building is reduced. Existing buildings (including public * * * institutions contract energy management mode) to implement energy-saving transformation, the energy consumption per unit construction area decreased by more than 20%, the benefit area per square meter funded 30 yuan; When the energy consumption per unit building area decreases 10% (inclusive) to 20% (exclusive), the benefit area per square meter will be subsidized to 30 yuan according to 15. The maximum subsidy for a single project is 3 million yuan, and the subsidy amount does not exceed 40% of the decoration cost.

(seven) to encourage property service enterprises to carry out green property management. Guide property service enterprises to implement technological transformation, reduce energy consumption, and improve the quality of property management and service level. According to the Evaluation Standard for Green Property Management Projects (SJG50), for the property projects that have obtained the evaluation mark of Shenzhen's green property management and have good social and environmental benefits and leading demonstration effects, the one-star subsidy is 654.38 million yuan, the two-star subsidy is 200,000 yuan, and the three-star subsidy is 400,000 yuan, which does not exceed 20% of the total property management fee of last year. If the same project obtains a higher star mark, the amount of application for funding will be deducted from the amount of funding that has been applied for the corresponding grade mark before.

Third, strengthen the green recycling of construction waste.

(8) Promote emission reduction at the source of construction waste. Strengthen the source control of construction waste, effectively reduce the generation and discharge of construction waste in the construction process, and continuously promote the sustainable development of engineering construction. For the construction projects with the emission of construction waste (excluding engineering dregs and engineering mud) from new construction sites not higher than 150 tons/10,000 square meters, and the emission of assembled construction waste (excluding engineering dregs and engineering mud) not higher than 100 tons/10,000 square meters, the municipal construction department will evaluate them as demonstration projects of construction waste reduction, and grant 20 yuan a subsidy according to the construction area per square meter. The maximum amount of funding for a single project is 2 million yuan.

(9) Cultivate key enterprises for comprehensive utilization of construction waste. Guide and cultivate construction waste comprehensive utilization enterprises, improve the utilization rate of construction waste resources, and realize the high-quality and high-standard operation of construction waste comprehensive utilization facilities in our city. The comprehensive utilization rate of construction waste is not less than 95%, and the comprehensive utilization products are listed in the catalogue of comprehensive utilization products of construction waste issued by the municipal construction administrative department, and the construction and operation of facilities meet the relevant standards of Shenzhen. If a construction waste comprehensive utilization enterprise is assessed as a demonstration project of comprehensive utilization of construction waste by the municipal construction administrative department, it will be funded according to 30% of the special expenses of the project, with a maximum amount of 2 million yuan.

(ten) improve the level of comprehensive utilization of construction waste. Encourage construction waste comprehensive utilization enterprises to improve product research and development and production capacity, promote the diversified development of construction waste comprehensive utilization products and promote the development of construction waste comprehensive utilization industry. For a comprehensive utilization enterprise with an annual design capacity of more than 500,000 tons of construction waste, if its comprehensive utilization products are recognized by a third-party organization and listed in the Catalogue of Comprehensive Utilization Products of Construction Waste issued by the municipal construction administrative department, according to the actual application amount of comprehensive utilization products in construction projects and the construction waste content listed in the certificate of comprehensive utilization products, the annual subsidy amount of a single enterprise is RMB 1 ton of construction waste100,000 yuan.

Fourth, strengthen the support of green and low-carbon building technical standards.

(eleven) support the development of international, high-quality green and low-carbon building engineering standards. Fully mobilize the professional and technical forces of the whole society and internationalization, promote the coordinated development of engineering construction standards in Greater Bay Area, and enhance the internationalization level of standards. The formulation of international, high-quality and effective green and low-carbon building engineering standards will be subsidized according to international standards, regional standards, national standards, industry standards, local standards and group standards. The maximum amount of single subsidy is 6,543,800 yuan.

Verb (abbreviation of verb) explanation of other matters

The support policies stipulated in these Measures and the support policies of other municipal financial special funds in Shenzhen shall not be enjoyed repeatedly. The scope of implementation of the support clauses involved in these Measures shall be determined in combination with the annual work priorities of our city, and the specific application guidelines issued in that year shall prevail. The specific conditions involved in supporting the project shall be subject to the supporting documents and reporting guidelines issued in the current year.

Involving supporting projects as construction projects, the completion acceptance shall be completed for the record. Support project funds are arranged in the special funds for green innovation and development in the field of engineering construction in Shenzhen. The number of supported projects is controlled by the total annual capital budget.

Strengthen the source control of buildings, strengthen the implementation of mandatory standards for planning and design in China, and guide all parties to implement them according to high standards. Make full use of digital and information technology, improve the ability of statistics, measurement and monitoring of energy consumption in the construction field, and strengthen data collection and utilization.

These Measures shall be interpreted by the municipal construction administrative department. Due to the development and change of engineering construction, it is necessary to adjust the supporting measures, which shall be implemented after the approval of the municipal government.

These Measures shall come into force as of June 20, 2022 and shall be valid for 5 years.
