Three reasons for disagreement
I have prepared personal application, parking space purchase contract, car purchase invoice, vehicle certificate, charging pile certificate, development and reform commission, housing and construction bureau, national standards and other related documents. On June 4, 2020, I first sought the proof that the property was allowed to install charging piles.
Sure enough, it was rejected.
Reason 1: The fire brigade said there was a safety hazard and installation was not allowed.
Reason 2: The Housing and Construction Bureau does not agree to the installation.

Then, I went to the fire brigade. At first, their opinion was clear: installation is not allowed!
The reason is that the current garage is built according to the national standard GB50067-20 14, and the second clause 2.0.3 mentions that the parking space is dedicated to diesel locomotive parking, not electric vehicle parking, so charging piles and electric vehicles cannot be installed.
Oh, oh, great! You can stop the electric car when you can't charge it, but now you won't even stop?
When the firemen have finished speaking, I will show him the Technical Standard for Electric Vehicle Decentralized Charging Facilities Engineering GB/T 51313-2018, and see if there is anything in this document that it can't be stopped or installed.
After reading the document, the fire officer was dumbfounded and said, "I'll ask the leader."
After waiting for a few minutes, when he came back, he called the property manager of our community in front of me: "Your community owner has come to apply for charging piles. You can apply according to the national documents, so you have to cooperate."
At this point, the first reason was broken by me.

Moreover, at this time, something happened that made Karamay's new energy riders very angry: the property company actually posted a notice of "No Parking for New Energy Vehicles" at the entrances and exits of all vehicles in the community.

The riders were outraged and accused Sunshine Property of not only not supporting the national policy, but also opposing it!
In the afternoon 12 riders drove new energy vehicles, gathered at the gate of our community, and took videos and uploaded them to short video websites such as Tik Tok and Volcano.
Things fermented for about 2 days, and a leader of the property management company called me and asked to delete all kinds of videos and friends.
My reply is that you have removed the words "No parking for new energy vehicles", and so have we.

Negotiated with the Ministry of Housing and Urban-Rural Development many times:
After calling the mayor's hotline,
They just did some practical things.
In view of Sunshine Property's delay in issuing the certificate without justifiable reasons, I found the superior competent unit of the property company: Housing and Urban-Rural Development Bureau.
After the first consultation, the feedback from the Housing and Construction Bureau was that the charging pile could not be built because the fire department did not agree.
I turned to the fire department for help, and the answer was: We have never received any consultation from the Housing and Construction Bureau.
So you're fooling me?
I went to the Housing and Construction Bureau for the second time and showed the Ministry of Housing and Urban-Rural Development in detail the documents of various state departments on the construction of new energy vehicle charging piles. At the same time, I turned on the phone to record, and they found out.
The reply given by the Housing and Construction Bureau this time is: I will send a letter to the fire department, please wait patiently for the fire reply.
After about a week, no one noticed me. I called the mayor's hotline 12345 and asked the bureau of letters and calls to go to F. Only then did I get a reply from the fire department.
According to the reply of the fire brigade, the opinions given by the Ministry of Housing and Urban-Rural Development are as follows:
1, which must be approved by more than two thirds of the owners.
2. It must be approved by the owners' committee.
3, must be approved by the fire. I don't know what to agree. )
Encouraged by the housing construction department, the next day, Sunshine Property also gave me a certificate that was not a certificate. Really in distress situation! !

At this point, I thought that with this certificate, the State Grid would install it for me without any trouble. But things always backfire. In the State Grid system, Karamay actually does not belong to the State Grid (at least not yet), but all business halls are signs of the State Grid.
After I applied to the power supply department, people from the power supply department contacted me a few days later and said that my information was incomplete and I needed to supplement the following information:
1, go to the property and reissue the certificate, which says that xx parking space needs construction. Do you agree?
2, go to the fire department to issue a certificate, the content is that xx parking space needs construction, do you agree?
3. Go to the design institute to buy design drawings and get them reviewed by the power supply department!
I can't explain the first two, and the third is a new problem. After consulting XX Design Institute and XXX Design Institute, we immediately dialed the energy supervision hotline 12398. Because I have consulted, these design institutes produce a picture with a minimum of 4500 yuan and a maximum of 12000 yuan!
About three days later, the inspection department of XX Energy Bureau (autonomous region and provincial unit) went to Karamay, Xinjiang, where I was located, and gave me audio and video recordings.
The power supply department of our city asked me to resubmit the original materials, and the survey and construction were all done in two working days! I'm also in charge of the scene myself. I used 10 square meter cable and pulled it for 25 meters at no cost! Prepare for the next 7kw.
On that day, my little song was electrocuted! !
