After the expiration of the property service period, if the property service provider continues to provide property services, the original property service contract will remain valid and property fees will be paid.

The owner can't refuse to pay the property fee because the property contract is not renewed, but must meet certain conditions, otherwise the owner will still pay the property fee. If the property contract is not renewed after the expiration, the property fee may not be paid, and the owners' committee needs to re-employ the property management company to serve itself.

Property management companies provide their own services other than property management service contracts. Without the approval of the owners' committee or owners' assembly, the owners or users shall not pay the fees. The owners may refuse to pay the fees for the property services that are subject to the government guidance price, if the fees exceed the guidance price.

If the property management enterprise fails to perform the obligations stipulated in the property service contract, the owner may not pay or pay less the corresponding property service fee.

The construction unit of residential property shall select the realty service enterprise through bidding; If the number of bidders is less than three or the residential scale is small, with the approval of the real estate administrative department of the district or county people's government where the property is located, the property service enterprise may be selected by agreement.
