Measures of Wei Chu Municipality on Property Management
Property management should adhere to the principle of combining government guidance, independent operation, market service and legal supervision. Fourth state housing and urban construction departments responsible for the supervision and management of property management activities in Quanzhou, perform the following duties:
(a) to formulate policies related to property management and organize their implementation;
(two) to guide and supervise the county property management, the deposit and use of residential special maintenance funds, and the credit management of property service enterprises;
(three) to formulate the management statute, the rules of procedure of the owners' meeting, the property service contract and other guiding demonstration texts;
(four) to guide the property management industry associations to formulate and implement self-discipline norms;
(five) to perform other duties as prescribed by laws and regulations.
County housing and urban and rural construction departments shall be responsible for the supervision and management of property management activities within their respective administrative areas and perform the following duties:
(a) the implementation of property management related laws, regulations and policies;
(two) accept the owners' committee for the record;
(three) to accept the bidding for the preliminary property management, and to approve the employment of the preliminary property service enterprises by agreement;
(four) according to the government guidance price approved residential property service charges;
(five) the management and supervision of residential special maintenance funds;
(6) Examination, evaluation, scoring, result declaration, publicity and application of credit information of property service enterprises;
(seven) to accept and handle complaints about property management services;
(eight) to train the owners' committees within their respective administrative areas;
(nine) to perform other duties as prescribed by laws and regulations.
State, county and city natural resources planning, public security, civil affairs, fire protection, market supervision and management, urban comprehensive law enforcement and other departments should do a good job in property management in accordance with their duties. Fifth Township People's governments shall be responsible for the overall planning, coordination and guidance of property management within their respective administrative areas, and perform the following duties:
(a) the property management into the community public service system, establish and implement the property management dispute resolution, emergency management and other working mechanisms;
(two) to guide, assist and supervise the preparation, change and daily operation of the owners' congress and the owners' committee, and accept the record of the owners' committee;
(three) to coordinate the handling of contradictions and disputes in property management;
(four) to coordinate and guide the property management services of old residential areas and resettlement residential areas that have not implemented property management;
(five) to guide the village (neighborhood) committees to take property emergency measures.
During the emergency response period, the Township People's Government shall be responsible for implementing the emergency disposal measures and other management measures implemented by the state, county and municipal people's governments according to law, and guiding the property service enterprises and other managers to implement corresponding levels of response. Article 6 Village (neighborhood) committees shall assist the people's governments at higher levels and relevant departments to do a good job in property management, establish a daily communication and consultation mechanism with the owners' committees and property service enterprises, coordinate and handle property management conflicts and disputes, and guide the owners' committees to standardize their operation. Seventh property management industry associations should formulate self-discipline norms, mediate disputes, organize training, safeguard the legitimate rights and interests of all parties in property management, and promote the healthy and orderly development of the industry.
Encourage property service enterprises to join trade associations. Chapter II Owners and Owners' Congress Article 8 The owner of a house is the owner. The confirmation of the owner's identity is based on the real estate register or other valid documents stipulated by laws and administrative regulations.
Owners can manage their own property, or entrust property service enterprises or other managers to manage it.

(1) The construction area of the property delivered to the owner exceeds 50% of the total construction area of the property management area;
(2) It has been two years since the house was delivered to the first owner;
(three) proposed by the owners who account for more than 30% of all the owners.
The construction unit shall, within 60 days from the date when the conditions are met, submit a written application to the Township People's Government, and the Township People's Government shall take the lead in setting up the preparatory group for the owners' meeting.
If the construction unit fails to apply for the establishment of the owners' assembly in accordance with the provisions of the preceding paragraph, and the owners who have delivered more than 30% of the exclusive parts in the same property management area submit a written request for the establishment of the owners' assembly to the Township People's Government, the Township People's Government shall order the construction unit to submit the information specified in Article 11 of these Measures within 30 days, and the construction unit shall not refuse to provide it.
