How can the property management office be held accountable for cutting down the garden trees of the owners without their consent?

This practice is problematic. Property management is to assist owners to do environmental management services, not to destroy the environment. I don't know why the management office cut down trees. If there is no reason, you shouldn't do it. If the owner plants trees privately, and it affects the lighting and other living effects of other owners, the property management company has the right to ask the owner to dismantle or cut them down. If the owner refuses to dispose of them, the property management company can remove or cut them down after giving a written notice.
