General rule

Article 2 Guangdong Welfare Lottery Distribution Center (hereinafter referred to as the "provincial center") is responsible for the management and supervision of computer welfare lottery betting stations in the whole province, and authorizes welfare lottery distribution centers (hereinafter referred to as the "city center") to implement specific management and supervision of local computer welfare lottery betting stations (hereinafter referred to as the "betting stations") in accordance with these Measures.

Article 3 The staff of welfare lottery distribution centers at all levels in Guangdong Province, the heads of computer welfare lottery betting stations and sales personnel must abide by these Measures.

Chapter II Conditions and Procedures for Applying for the Establishment of Betting Stations

Article 4 Conditions for applying for the establishment of betting stations

(1) Enterprises, institutions, social organizations and private non-enterprise units with legal personality or individuals with permanent residence in Guangdong Province, 18 years old or above, with full capacity for civil rights and conduct, and high school education or above.

(2) Units or individuals applying for the establishment of betting stations must specify the operation mode of betting stations (whether they specialize in welfare lottery tickets or run other lottery tickets concurrently).

(3) Units or individuals applying for the establishment of betting stations must submit the market feasibility analysis report of the application site.

(four) the units or individuals applying for the establishment of betting stations must directly participate in the operation and management of betting stations, and there must be sales personnel who specialize in selling welfare lottery tickets. Betting stations shall not be transferred or subcontracted.

(5) Units or individuals applying for the establishment of betting stations must have the ownership, use right or lease right of the betting station site, and temporary houses, tin houses and demolished rental houses shall not be used as special betting stations. (7) Units or individuals applying for the establishment of a betting station must have a registered address in the city where the betting station is located, be able to provide guarantee according to law, or have a local permanent residence, 18 years old or above, have full capacity for civil rights and conduct, and have the economic ability to serve as an economic guarantee.

Article 5 Procedures for setting up betting stations

(a) the plan of setting up betting stations in each city shall be reported to the third department of the provincial central market for the record, and the provincial center shall issue betting machines, "Sales License" and "Sales License" according to the plan reported by each city center.

(2) Any unit or individual who meets Article 4 of these Measures shall submit a written application to the local urban area. Applicants are required to provide their valid ID card, household registration book, education certificate, guarantor information, betting station address information, real estate license or lease agreement to the city center. The betting station that has passed the preliminary examination in the city center must be decorated according to the design style of the betting station provided by the province and the city center (the expenses shall be borne by the betting station); The betting station can only be officially approved if it meets the requirements after being renovated in the city center.

Chapter III Sales, Redemption, Settlement, Equipment and Archives Management

Article 6 Sales management

(8) It is forbidden to sell lottery tickets to minors under the age of 18.

Article 7 Award winning management

(1) The winning lottery ticket is the only voucher for redemption and is valid in the current period. The lottery will be redeemed the next day (please refer to the relevant methods of various lottery games for the redemption period). If you can't redeem the prize after the expiration, it will be regarded as giving up; The winning lottery ticket cannot be correctly identified due to defacement, damage, alteration and other reasons. It cannot be redeemed and will be discarded.

(2) The hotline sales system implements the province-wide redemption, and the betting station is responsible for the low prize redemption of various lottery tickets (see the relevant measures for various lottery games for specific requirements), and it is not allowed to refuse or delay the redemption for any reason.

(3) The winning amount of the winning lottery ticket shall be subject to the confirmation of the betting machine. Betting stations are not allowed to cheat the winners by falsely claiming or underpaying bonuses.

(4) The prize-winning bonus of the betting station is paid by the betting station from the current sales amount. When the redemption bonus exceeds the sales amount, the excess can be deducted from the next sales amount; At the same time, the betting station should have a reserve fund for lottery redemption.

(5) When the betting station handles the redemption, it must recycle the lottery tickets that have been redeemed, and classify and save the winning lottery tickets that have been redeemed for 90 days for inspection. After the storage period, they can be destroyed by themselves. If the betting station loses the winning lottery ticket during the redemption period, causing economic disputes, the betting station shall bear all the responsibilities.

Article 10 Archives management

The city center implements a file management system for betting stations, and each betting station should establish a file to record the number, address, contact telephone number, basic information of the person in charge and salesman, business training assessment, annual rewards and punishments, etc. It should be recorded.

Chapter IV Punishment and Reward

Twelfth provinces and cities have the right to punish illegal betting stations according to these administrative measures. Penalties for betting stations in the city center shall be reported in writing to the provincial central market for the record.

Thirteenth betting stations in the following circumstances, according to the seriousness of the province, the city center, to suspend the sale of lottery tickets for one to seven days.

(a) in violation of the provisions of Article 6 (1) to (4) and (8);

(2) Refusing to handle the complaints of the bettors for the winners;

Fourteenth betting stations whose sales have been suspended must be rectified in time, and after rectification, they shall apply to the city center for inspection. Fifteenth provincial and municipal centers have the right to cancel the lottery sales qualification of betting stations under the following circumstances.

(1) Article 13 happens more than three times in one year and refuses to correct it after criticism and education;

(three) in violation of the provisions of article sixth (five) to (seven) (such as serious violation of national laws and regulations, then transferred to judicial organs);

Sixteenth betting stations shall not default or misappropriate lottery sales funds, or suspend or cancel their sales qualifications, and recover the defaulted or misappropriated lottery sales funds within a time limit. If the circumstances are serious, it shall be handed over to judicial organs for legal responsibility.

Seventeenth betting stations whose sales qualifications have been cancelled shall be handled in accordance with Article 20 of these Measures.

Eighteenth betting stations with no illegal records throughout the year are eligible to participate in the selection of outstanding betting stations at the national, provincial and municipal levels, and the provinces and municipalities shall commend and reward outstanding betting stations.

Article 19 The person in charge of the betting station and the salesman actively put forward the rationalization proposal of the welfare lottery, which was adopted by the provincial and municipal centers and commended and rewarded by the provincial and municipal centers.

Chapter V Termination of Betting Station

Twentieth betting stations to terminate the sale of lottery tickets, should go through the formalities to terminate the sale of the city center. The betting station shall settle the sales payment with the downtown within seven working days, return the betting machine, sales license, work permit, remaining thermal paper lottery tickets and betting slips, and remove the original signs and signs related to welfare lottery tickets such as "South Guangdong Style". The downtown will return the deposit (interest-free) to the betting station within ten working days and terminate the sales contract. If the betting station owes money or damages the betting machine, the compensation fee will be deducted from the deposit by the city center, and the insufficient part will still be borne by the betting station.

Chapter VI Supplementary Provisions

Article 22 The right to interpret these Measures belongs to Guangdong Welfare Lottery Distribution Center.

Article 23 These Measures shall come into force on August 1 day, 2005. The provisions of the former provincial center on the management of betting stations are inconsistent with these measures, and these measures shall prevail.
