For the vacant property that has not been occupied for a long time (for more than six months in a row) and the vacant property that has not been used for a long time after the owner has checked in, the owner shall file a written record with the property service enterprise and pay the vacant property fee according to 70% to 90% of the stipulated or agreed service standard. The specific proportion shall be formulated by the local price and real estate management department. If the property has been delivered to the owner, the property fee will be charged from the month after the property is delivered to the owner. For the property and parking space that has not been occupied or used for more than one month, the owner shall submit a written application to the property service enterprise in advance, and pay the management fees such as motor vehicle parking service fees or parking space utilities and sanitation fees according to 70% of the prescribed standards after confirmation. Matters such as cost sharing and income distribution of buildings and their ancillary facilities, if agreed, shall be followed; If there is no agreement or the agreement is unclear, it shall be determined according to the proportion of the owner's exclusive area.

Legal basis: Article 284 of the Civil Law of People's Republic of China (PRC), the owner can manage the building and its ancillary facilities by himself, or entrust the property service enterprise or other managers to manage it. The owner has the right to replace the realty service enterprise or other managers selected by the construction unit according to law.
