Investigation report on the reform and development of geological prospecting industry in Guizhou Province

In order to implement the spirit of the State Council's Decision on Strengthening Geological Work (Guo Fa [2006] No.4) (hereinafter referred to as the "Decision"), accurately grasp the present situation of geological exploration industry in our province, and conscientiously do a good job in the management of geological exploration industry, according to the Notice of the Ministry of Land and Resources on Strengthening the Management of Geological Exploration Industry (Guo Tu Zi Fa [2006] No.288) and the Notice on Carrying out the Investigation of Geological Exploration Industry.

First, the basic situation of the geological exploration industry team

(1) general situation of geological prospecting units

As of 2006, there are 54 geological exploration units and 50 state-owned geological exploration units in our province, accounting for 93% of the geological exploration units in our province, which occupies an absolutely important position in the geological exploration industry in our province. Among them, the Provincial Bureau of Geology and Mineral Exploration and Development is subordinate to17; Subordinate unit of Provincial Coal Geology Bureau10; There are 7 provincial non-ferrous geological prospecting bureaus, and the geological prospecting units under the jurisdiction of these three bureaus account for nearly 70% of the total number of geological prospecting units in the province, which plays an important role in the geological prospecting industry in our province. Among all geological prospecting units, there are 15 units with the highest geological exploration qualification as Grade A; There are 23 units with the highest grade B geological exploration qualification, all of which are state-owned geological prospecting units. There are 9,906 employees in geological prospecting units in the province, including 7,402 geological prospecting employees and 4 157 professional technicians, including 377 senior technicians, accounting for 9% of professional technicians, 904 intermediate technicians, accounting for 22% of professional technicians, and retirees13,230. The per capita annual income of employees is about 6.5438+0.35 million yuan, and the per capita expenditure of retired employees is 6.5438+0.58 million yuan.

In 2005, there were 50 geological exploration units in our province, with 99 13 employees, 7,235 geological exploration employees and 42 15 professional technicians, including 338 senior technicians and 746 intermediate technicians. The per capita annual income of employees is about 1.23 million yuan, and the per capita expenditure of retired employees is 65438. Compared with 2005, there were 4 new geological prospecting units in 2006, all of which were state-owned geological prospecting units. The number of on-the-job employees and professional technicians has not changed much, and the number of senior and intermediate technicians has increased by 197, with a growth rate of11%; The income of on-the-job employees and retired employees has increased; The highest grade A geological exploration qualification unit 1 unit, and the highest grade B geological exploration qualification unit is 9. In 2006, compared with 2005, the number of geological prospecting units in our province increased, and the technical strength and level were greatly enhanced and improved.

(II) General situation of geological exploration qualification

At present, geological exploration units in our province have 1 1 class, 169 geological exploration qualification. The qualifications are mainly concentrated in five majors: regional geological survey, hydrogeological engineering geological environment geological survey, solid mineral exploration, exploration engineering construction, rock and mineral appraisal and testing, with *** 138, accounting for 82% of the total qualifications. The four majors with less qualifications are gas mineral exploration, remote sensing geological exploration, metallurgical processing test and geochemical exploration, accounting for 5% of the total qualifications. (See table 1 for the classification and quantity of specific categories.)

Compared with 2005, the total number of geological exploration qualifications in our province has increased by 30, including 5 Grade A, 26 Grade B and C 1 unit. Among the increased qualifications, 3 Grade A and 9 Grade B were obtained by 4 new geological exploration units, and the remaining 2 Grade A and 17 Grade B were obtained by new and upgraded in-situ geological exploration units. In addition, the qualification of gas mineral exploration has been increased. Except geochemical exploration and remote sensing geological exploration, the number of qualifications of other professional categories has increased. Among them, the number of qualifications for hydrogeology, engineering geology, environmental geology and solid mineral exploration increased the fastest, increasing by 8 and 7 respectively compared with 2005, and the rest increased evenly, about 3. In 2006, the qualification of geological exploration in our province not only increased greatly in quantity, but more importantly, the added qualification was at a higher level above Grade B in quality. The newly added professional qualification of gas mineral exploration enriched the qualification category of geological exploration in our province, showing a good momentum of overall improvement. Although only a few geological prospecting units have reduced the number and categories of qualifications, the main reason is that professional and technical personnel are not up to standard, but this is enough to show that it is still an important content for the development of geological prospecting industry in our province to continue to do a good job in the construction of geological prospecting talents in the future.

Second, the economic development of state-owned geological prospecting units

The number of state-owned geological prospecting units in our province accounts for 93% of the total number of geological prospecting units in our province, and the reform and development of state-owned geological prospecting units basically represent the situation of the whole geological prospecting units in our province. There are 34 geological prospecting units under the jurisdiction of Provincial Bureau of Geology and Mineral Exploration and Development, Provincial Bureau of Coalfield Geology and Provincial Bureau of Nonferrous Geology, accounting for nearly 70% of the total number of geological prospecting units in the province. Therefore, the development of these three bureaus basically represents the development of state-owned geological prospecting units in our province and even geological prospecting units in our province.

(A) overview of state-owned geological prospecting units

As of June 5438+February 3, 20061,there were 50 state-owned geological prospecting units in our province. The qualifications of state-owned geological prospecting units are 165, accounting for 98% of the total geological prospecting qualifications in the province, including all Grade A and Grade B geological prospecting qualifications in the province (***38, see table 1). At present, there are 9784 employees in state-owned geological prospecting units and 73 19 employees in geological exploration, including 4082 technicians. 347 technicians with senior titles; There are 865 technicians with intermediate titles. The average annual income of employees is 6.5438+0.34 million yuan, and the average expenditure of retired employees is 6.5438+0.58 million yuan. Compared with 2005, there are 4 new geological exploration units; New geological exploration qualifications 14, including 3 Grade A, 9 Grade B and 2 Grade C; The number of employees has increased by 25; Geological exploration employees increased by 179, professional technicians decreased by 57 (retired), senior technicians increased by 33, intermediate technicians increased by 167, and retirees increased by 805; The per capita annual income of employees increased by 0./kloc-0.2 million yuan, and the per capita funds of retired employees increased by 0. 2 million yuan.

(B) the economic development of state-owned geological prospecting units

In 2006, the total assets of state-owned geological prospecting units in our province were 4,369.08 million yuan, the original value of productive assets was1190.63 million yuan, the total liabilities were 2192.98 million yuan, and the owners' equity was 2176.28 million yuan. The total assets of the Provincial Bureau of Geology and Mineral Exploration and Development are 6.5438+0.36589 million yuan, the original value of productive assets is 6.5438+0.6/kloc-0.33 million yuan, the net value of special instruments and equipment for geological exploration is 20 10 million yuan, the total liabilities are 667.79 million yuan, and the total income is/kloc-0.0/kloc-0.0. The overall economy of state-owned geological prospecting units in our province has been steadily improved, and the total capital, especially the net value of special instruments and equipment for geological exploration, has increased substantially. In the future development, we should pay more attention to cost control and investment and accumulation of productive assets.

(three) the basic situation of engaging in public geological work

The commonweal geological projects in our province are mainly implemented by the Provincial Bureau of Geology and Mineral Exploration and Development, the Provincial Bureau of Coalfield Geology and the Provincial Bureau of Nonferrous Geological Exploration. These three bureaus are the most important technical support departments for geological work in our province, especially the Provincial Bureau of Geology and Mineral Exploration and Development, which has always been the leader of the geological industry in our province and has undertaken most of the public welfare geological work.

Provincial Bureau of Geology and Mineral Exploration and Development: In 2006, the province completed the large-scale land and resources survey project 19, and the funds for land and resources survey were 9.27 million yuan; There are 3 state-funded subsidy projects, 1 national financial special project 1 project, 6.62 million yuan for provincial mineral resources compensation, and 800,000 yuan for central financial special funds; Outside the province, Xinjiang mineral survey and evaluation project and Inner Mongolia gravity survey project were completed, with a capital of 6.5438+0.7 million yuan. At the same time, the monitoring of groundwater environment in five major cities in our province, such as Guiyang and Zunyi, has been completed; Cooperate with government departments to carry out the prevention and control of geological disasters, successfully predict geological disasters 13 times, carry out 33 emergency investigations of geological disasters, compile several reports and plans for the prevention and control of geological disasters in our province, and complete and newly carry out the investigation and zoning of geological disasters in 29 counties; The planning and project demonstration to solve the mine geological environment problems in our province were carried out; Completed the compilation of relevant schemes, reports and technical standards to solve the water shortage problem in our province; Obtained a number of national environmental geological work projects, including 9 mine geological environment restoration projects and 4 national geological heritage protection projects.

Provincial Bureau of Coalfield Geology: the central subsidy for coalbed methane exploration project is 800,000 yuan, the central subsidy for coal survey project in Jindou exploration area of Weining County is 26.5438+million yuan, and the subsidy for Guizhou Geological Exploration Fund "Analysis of Guizhou Coal Resources Support Capacity" project is 500,000 yuan.

Provincial Non-ferrous Geological Exploration Bureau: the central mineral resources compensation fee is 6.5438+0.8 million yuan, the central mineral resources compensation fee is 4.2 million yuan, and the local mineral resources compensation fee is 6.5438+0.7 million yuan.

Geological Bureau of Nuclear Industry of Guizhou Province: In 2006, it was awarded the project of radioactive mineral resources investigation in Guizhou Province, with a project fund of 654.38 million yuan.

(four) the basic situation of commercial geological exploration.

(five) the basic situation of mineral development

In 2006, the Provincial Bureau of Geology and Mineral Exploration and Development was a state-owned geological prospecting unit that made a certain profit in mineral development in our province. Its development mode is mainly mine independent development and cooperative development, with gold, manganese, phosphorus and other dominant minerals in our province as the main minerals. The scale of self-developed ore is small and the income is not high. The cooperative development mine is mainly Zhenfeng Shuiyindong Gold Mine. The revenue from mining development is186.4 million yuan. The Provincial Nonferrous Geological Exploration Bureau signed a cooperative operation contract with Lukara and Zengzha Iron and Manganese Mine in Angola. The cooperative project has obtained the exploration right, covering an area of 5,432 square kilometers. It is predicted that the iron ore resources will be 654.38 billion tons and the manganese ore resources will be 200 million tons. The implementation of this project marks the beginning of foreign geological exploration in our province. The rest of the state-owned geological prospecting units basically had no mineral development income or did not carry out mineral development work in 2006.

(six) the basic situation of engineering survey and construction

In the engineering survey and construction, the state-owned geological prospecting units in our province have many qualifications. For example, the Provincial Bureau of Geology and Mineral Resources has 46 qualifications for all kinds of engineering exploration and construction issued by the Ministry of Construction and other departments. Some new equipment, new processes and new technologies such as CS 14 drilling rig and RPS3000 geothermal drilling rig have been well popularized and applied. Has a strong engineering survey and construction force. The projects carried out include: geotechnical engineering investigation, coring project, pile driver construction, core pulling of pile foundation, water source well construction, underground hot mineral water construction, seismic exploration hole construction and a number of larger projects. Mainly in the province, projects outside the province participate in the management of geological disasters in the Three Gorges; Pile foundation construction in Wenzhou, Zhejiang; In Tibet, core drilling was carried out in cooperation with the Tibet Bureau of Geology and Mineral Resources. Conduct investigations in Hangzhou, Hainan, Chongqing and other places. The total income in 2006 was about 340 million yuan, an increase of nearly 40 million yuan over 2005.

(seven) the basic situation of other industries

The state-owned geological prospecting units in our province, which can generate income through various modes of operation, are all large-scale units with more personnel and stronger strength. They establish diversified enterprises and implement diversified management methods to generate income. For example, Provincial Bureau of Geology and Mineral Exploration and Development, Provincial Bureau of Coalfield Geology, Provincial Bureau of Nonferrous Geology Exploration, Liuzhi Industrial and Mining (Group) Hengda Survey and Design Co., Ltd., Panjiang Coal and Electricity Group Survey Co., Ltd., Guizhou Nuclear Industry Geology Bureau, China Building Materials Industry Guizhou Corps Geological Exploration Center, etc. The basic feature of the engaged unit is that it is associated with the industry. Such as mechanical processing (geological exploration equipment maintenance); Geological disaster management, coal mine safety assessment and other coal mine technical services; Travel agency; Measurement; Real estate development; Printing and material trade, property management and other industries. In 2006, geological prospecting units in various countries basically did not invest in diversified enterprises, and the total income of diversified enterprises was 306 million yuan.

Three, the main experience of geological exploration industry reform

In recent years, the team of geological prospecting industry in our province has been growing in the reform and development, and its adaptability and strength have been continuously enhanced, and the whole industry has been improved better and faster. Generally speaking, the experience gained is mainly to do a good job of "grasping three, sudden two and one guarantee"

"Grasp three": First, do a good job in scientific management and supervision. Always adhere to the system construction as the focus of scientific and standardized management, and use the system to manage the industry; Manage the team with the system; Manage affairs with the system; Manage people by system, strictly supervise the compliance and implementation of the system in time, and ensure the orderly and scientific development of the geological prospecting team; The second is to do a good job in the implementation of relevant policies and documents of geological prospecting industry by governments at all levels. Relevant policies and documents issued by governments at all levels, such as the state and the province, are the most important guidance for the reform, construction and development of the geological prospecting industry. Only by combining the reality of our province and conscientiously implementing the relevant policies and document spirit of governments at all levels on the geological prospecting industry can we ensure that the geological prospecting industry has a clear direction and laws to follow in the process of reform and development; Third, do a good job in market-oriented construction of geological prospecting industry. It has become the most qualified and highest-ranking geological prospecting unit under the Bureau 17. The establishment of Guizhou Geological Survey Institute has enabled the Provincial Bureau of Geology and Mineral Resources to undertake larger and more kinds of geological exploration projects, thus enhancing the market competitiveness. In addition, relatively small-scale geological prospecting units, such as the Geological Bureau of Guizhou Nuclear Industry and the Guizhou Corps of the Geological Exploration Center of China Building Materials Industry, have more than 300 employees. Four, the state-owned geological prospecting units "Eleventh Five-Year" reform and development ideas

According to the requirements of the Decision, the work priorities of the 11th Five-year Plan for National Economic and Social Development of Guizhou Province, the Geological Exploration Plan of Guizhou Province (Pre-trial Draft) and other relevant documents, and the actual situation of the geological exploration industry in our province, this idea is put forward. During the Eleventh Five-Year Plan period, the state-owned geological prospecting units will remain the core of the geological prospecting industry in our province, providing absolute strength for the development of our province. In these five years, the state-owned geological prospecting units should base themselves on serving the economic, basic and social construction and development of our province, at the same time, pay attention to the development situation and market demand of the domestic and foreign geological prospecting industries, constantly strengthen learning and foreign exchanges, improve their comprehensive strength, further improve the system construction of state-owned geological prospecting units, and realize the sustained and harmonious development of state-owned geological prospecting units in our province.

(2) Specific content

1. Work around the goal of "building our province into an important industrial base of energy and superior raw materials in southern China"

In order to meet the demand for coal resources in the construction of electric coal bases and coal chemical bases in the 11th Five-Year Plan and the 12th Five-Year Plan, and at the same time meet the strategic reserve of coal resources in our province, and promote the sustainable development of coal industry in our province, we will build our province into an important energy base in the south as soon as possible, actively participate in coal resource exploration, improve the working level of existing coal mines, tap the potential, strive to find new mine sources, increase existing coal reserves, and provide more accurate and effective geological exploration work. In order to further accelerate the development of phosphorus chemical industry, we will build large-scale and super-large mining areas such as Zhijin phosphate mine area and phosphorus chemical industry group, and build our province into a large-scale phosphorus chemical base with international competitiveness, and do a good job in geological work deployment. In order to establish the aluminum industrial base in central Guizhou and further build our province into an important aluminum industrial base in China, we will increase various geological work such as bauxite exploration.

2. Strengthen the development of public welfare and basic geological work.

The key point is to strengthen the prevention and control of geological disasters, publicity and geological environment investigation and monitoring; Accelerate the exploration and development planning of water resources, improve water supply capacity, and alleviate the impact of water shortage on economic construction, production and life in our province. Carry out geological work related to rocky desertification control project and promote ecological construction in our province. 3. Promote resource protection and rational development and utilization.

Assist provincial and other local governments at all levels to do a good job in the exploration and planning of coal, phosphorus, aluminum, manganese, gold, lead, zinc and other important dominant minerals and other mineral resources in our province, strive for a breakthrough in the reserves of important minerals, extend the life of mines and increase the amount of proven resources; Do a good job in the planning, management and punishment of rational protection, utilization, indiscriminate mining and illegal mining of mineral resources.

4. Further do a good job in commercial geological work and promote diversified development.

5. Strengthen self-construction and deepen reform.

Cooperate with the government and relevant administrative departments, and steadily implement the State Council's plan on the reform of the management system of geological prospecting team in accordance with the principle of separating government from enterprise. Deepen the reform, do a good job in the team building of management, talents, technical level and market access qualification, and ensure the sustainable development of state-owned geological prospecting units.

(A) the main problems existing in the geological exploration industry in our province at present

In recent years, the geological exploration industry in our province has developed rapidly, and the reform of the management system of geological exploration teams, especially state-owned geological exploration teams, has made positive progress, which has made important contributions to the economic and social development of our province. However, at present, there are also the following problems in the geological prospecting industry in our province: there is still a certain gap between the present situation of geological prospecting industry and the requirements of economic and social development in our province for geological prospecting work; The management system is not smooth enough between administrative departments at all levels, between administrative departments and management objects, and within management objects; It is still necessary to deepen the reform of the state-owned geological prospecting team in accordance with the principle of separating government from enterprises as required by the State Council. Because the supporting policies of the government have not been implemented, some preferential policies conducive to the reform and development of the geological prospecting team have not been fully implemented; State-owned geological prospecting units have a heavy burden. In accordance with the principle of separating government from enterprise, vigorously promote the management system and operation mechanism of geological exploration, and establish a geological exploration system with reasonable division of labor, organic combination and mutual promotion between the government and enterprises and institutions. Clarify the functions of administrative departments and geological exploration institutions. Administrative departments at all levels should do a good job in administration according to law and create a good legal and policy environment for the development of geological prospecting industry. Geological exploration institutions provide technical and operational support for the government and administrative departments. Straighten out administrative departments at all levels; The management system between the administrative department and the geological exploration unit and within the geological exploration unit shall have clear responsibilities and scientific and effective management. Promote the reform of state-owned geological prospecting units in accordance with the principles of unified deployment, classified promotion, gradual deepening and opportunity promotion.

The state-owned geological exploration team has just undergone a major adjustment in the management system transformation, so it is not appropriate to continue major operations on it. On the premise of steady development and gradual deepening, the reform of state-owned geological prospecting units should be promoted in accordance with the unified national arrangements.

2. Strengthen the main tasks of geological exploration.

Mainly to highlight the core tasks of geological and mineral exploration. With the help of the favorable opportunity of the country's western development, and in accordance with the development policy of the provincial government to build our province into an important energy base in the south, a large phosphorus chemical base with international competitiveness and an important aluminum industrial base in China, we will earnestly do a good job in the exploration, planning and comprehensive research of superior minerals such as coal, phosphorus and aluminum and other minerals such as gold, lead, zinc and antimony in our province. At the same time, strengthen the development of basic and public geological work, pay full attention to mine geological work, strengthen geological environment investigation and monitoring, and prevent geological disasters.

3. Improve the public welfare geological exploration work system.

First of all, do a good job in the construction of public welfare geological exploration team, ensure the development needs of public welfare geological exploration team, and take effective measures (for example, in 2006, the Provincial Bureau of Geology and Mineral Resources newly established Guizhou Geological Exploration Institute through the adjustment of internal resources, with three first-class qualifications, two second-class qualifications and two third-class qualifications such as regional geological survey. It has become the most qualified and highest-ranking geological prospecting unit under the Bureau 17. 4. Effectively put relevant preferential policies in place that are conducive to the development of geological prospecting units.

In recent years, in order to successfully realize the management system transformation of state-owned geological prospecting units, the state has issued a series of preferential policies. 5. Do a good job in the informatization construction of geological prospecting industry, strengthen the digital management of geological prospecting industry, and better realize the sharing of resources by the whole society.

Further establish the management database of geological exploration industry, and on this basis, enrich the digital indicators of management, and realize more timely, accurate and scientific quantitative management of the whole geological exploration industry. Establishing a unified geological information exchange platform, realizing the sharing of geological information in the whole province, the whole country and even the whole world on the platform, realizing the sharing of comprehensive resources such as technology, manpower and equipment in geological prospecting units in the whole province, breaking geographical and professional restrictions and promoting exchanges within the geological prospecting industry and between the geological prospecting industry and other industries will certainly drive the overall progress of the geological prospecting industry in our province.
