Article 35 of the Regulations on Urban Water Supply in People's Republic of China (PRC): In case of any of the following acts in violation of these regulations, the administrative department of urban water supply or its authorized unit shall order it to make corrections within a time limit and may impose a fine:

(1) Failing to pay the water fee as required;

(two) occupy or misappropriate urban public water supply;

(three) to engage in activities that endanger the safety of water supply facilities within the scope of safety protection of urban public water supply pipelines and their ancillary facilities;

(four) connecting the water supply pipe network system of self-built facilities with the urban public water supply pipe network system without authorization;

(five) the unit that produces or uses toxic and harmful substances directly connects its production water pipe network system to the urban public water supply pipe network system;

(six) pumping water directly on the urban public water supply pipeline;

(seven) unauthorized removal, modification or relocation of urban public water supply facilities.
