Property management should be implemented in newly built residential areas and existing residential areas with relatively complete supporting facilities.
The original residential areas with incomplete supporting facilities shall be funded by the relevant departments of the local people's government and the units selling public housing, organize rectification, create conditions, and gradually implement property management.
Property management should be implemented in buildings, industrial zones and other properties with qualified institutions and relatively complete supporting facilities. Article 3 The term "property management" as mentioned in these Measures refers to the activities that the owners employ property service providers, and the owners and property service providers carry out maintenance, conservation and management of houses, supporting facilities, equipment and related sites in accordance with the stipulations of the property service contract, so as to maintain the environmental sanitation and related order in the property management area. Article 4 The municipal and county (district) people's governments shall incorporate property management into urban and rural construction management, community governance system construction and modern service industry development planning, establish and improve the comprehensive coordination mechanism of property management, promote the socialization, specialization and marketization of property services, and promote the healthy development of the property management industry. Fifth city housing and urban and rural construction departments responsible for the supervision and management of the city's property management activities, perform the following duties:
(1) Formulating policies related to property management;

(four) to guide the formulation and implementation of the rules and regulations of the property management industry association;
(five) other duties as prescribed by laws and regulations.
County, district housing and urban and rural construction departments are responsible for the supervision and management of property management activities within their respective administrative areas, and perform the following duties:
(1) Organizing the relevant departments to divide the completed property management areas;
(two) to supervise and guide the establishment of the owners' congress, elect the owners' committee and train the members of the industry committee;
(three) supervision and management of early property bidding;
(four) to supervise the property inspection, handover and exit;
(five) to supervise the daily management of property service providers;
(six) to supervise the deposit, use and management of special maintenance funds;
(seven) to establish a long-term mechanism for service rating and credit evaluation of property service providers and implement dynamic management;
(eight) handling complaints of contradictions and disputes in property services;
(nine) other duties as prescribed by laws, regulations and rules.
City and county (District) people's government development and reform, civil affairs, public security, natural resources, emergency management, market supervision and other relevant departments, within the scope of their respective duties, do a good job in relevant supervision and management. Article 6 The township (town) people's government or sub-district office is responsible for establishing a consultation mechanism for property management, and convening housing and urban and rural construction, public security, urban management, community neighborhood committees, owners' committees or owners' representatives, property service personnel, etc. to participate in property management consultation meetings, study, deploy and promote property management. Coordinate the relationship between property management and community construction, mediate contradictions and disputes in property management, and organize various communities to carry out public welfare propaganda, spiritual civilization creation and large-scale cultural and recreational activities.
Community neighborhood committees (villagers' committees) guide the establishment of the owners' congress and the election of the owners' committee, and urge the owners' congress and the owners' committee to perform their duties according to law; Assist the township (town) people's government or street offices to establish a consultation mechanism for property management in this area and announce property management matters; Support owners' committees and property service providers to set up party organizations and carry out party activities in accordance with the Articles of Association of China * * *, and ensure that property management activities are carried out in an orderly manner according to law. Cooperate with administrative departments to solve the problems existing in public facilities and public services such as environmental sanitation, water supply and drainage pipe network and road construction within the property management area; Guide the service management activities of the owners' committee and property service providers in the jurisdiction, accept the complaints and reports of the owners in the jurisdiction, mediate property conflicts and disputes, guide residents and villagers to abide by rules and regulations, and create a good property management atmosphere. Seventh property management industry associations should strengthen industry self-discipline, formulate norms and standards for property services, standardize property service behavior, and urge property service providers and employees to operate in accordance with the law and provide honest services to improve the level of property services. Eighth to encourage the use of Internet, Internet of Things and other information and intelligent technologies, improve the quality of property services and management level, and promote the construction of smart communities. Chapter II Division of Property Management Areas Article 9 The division of property management areas shall fully consider municipal planning, ownership of real estate property rights, building scale, facilities and equipment, natural boundaries, community construction and other factors, and follow the principles of facilitating life and work, facilitating community construction and management, reducing management costs and improving service levels. Tenth in any of the following circumstances, the county, district housing and urban and rural construction departments can determine it as a property management area, and the property service person to implement property management:
(a) Belonging to an independent closed community;
(two) in the same block or adjacent lots;
(three) can enjoy supporting facilities and equipment;
(four) commercial, office, hospitals, schools, factories, warehouses and other non-residential properties and single commercial and residential buildings have independent facilities and equipment, and can be closed management;
(five) other can be transformed into a property management area.
According to the second, third and fifth items of the preceding paragraph, the building scale is generally not less than 30,000 square meters.
After the division of property management areas, the county, district housing and urban and rural construction management departments shall make an announcement in the property management area.
