Is it legal to cut off water and electricity without paying rent?

After consultation between the two parties, the contradiction remains unresolved and the rent is not paid within the time stipulated in the lease contract. A week later, the property management office stopped the water and electricity in the house. Looking for a property company, I hope to pay the utilities first, and then pay the rent after negotiation. The property company said that I can't collect the utilities without paying the rent.
