Chapter I General Provisions Article 1 In order to strengthen elevator safety management, prevent and reduce elevator accidents, and ensure personal and property safety, these Regulations are formulated in accordance with the Law of the People's Republic of China on Safety of Special Equipment, the Regulations of Zhejiang Province on Safety Management of Special Equipment and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the production (including design, manufacture, installation, renovation and maintenance), operation, use, maintenance, inspection and safety supervision and management of elevators within the administrative area of this Municipality.

The elevators mentioned in these Regulations include manned (cargo) elevators, escalators and moving sidewalks. The specific scope shall be implemented according to the catalogue of special equipment stipulated by the state.

The elevator used by a single household can be managed by itself with reference to the provisions of these regulations. For public use, these Regulations shall apply. Article 3 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over elevator safety work within their respective administrative areas, establish and improve the coordination mechanism and emergency response system for elevator accidents and major hidden dangers, urge all relevant departments to perform their duties according to law, and ensure the funds needed for elevator safety supervision and management.

The agencies (institutions) of the people's governments of townships (towns) and sub-district offices, development zones (parks) and other people's governments shall strengthen the supervision and inspection of elevator safety within their respective jurisdictions and assist in the supervision and management of elevator safety. Fourth city and county (city, district) people's government special equipment safety supervision and management department is responsible for the supervision and management of elevator safety within their respective administrative areas.

The administrative department of housing and urban and rural construction is responsible for the quality supervision of civil engineering such as elevator machine room, shaft and pit in the building, cooperate with relevant departments such as special equipment safety supervision and management, fire protection and so on to do a good job in the supervision and management of elevator selection and configuration in the building, and guide property service enterprises to strengthen the supervision of elevator maintenance activities.

Education, public security, market supervision and management, transportation, commerce, culture, health, safety supervision and management, tourism and other relevant departments shall, in accordance with laws and regulations, do a good job in elevator safety within their respective functions and duties. Fifth special equipment industry associations and other social organizations should strengthen industry self-discipline and promote the construction of industry credit system; Strengthen industry information analysis and research, collect and publish industry information such as important elevator parts and reference prices for maintenance hours; Organize elevator safety consultation, training and elevator emergency rescue activities, promote elevator safety liability insurance, and improve industry service and safety management level. Article 6 Encourage elevator operators, maintenance units and relevant personnel to take out elevator safety liability insurance in accordance with relevant national and provincial regulations, so as to improve the ability of accident compensation. Seventh special equipment safety supervision and management departments and other relevant units shall strengthen the publicity of elevator safety laws and regulations and elevator safety knowledge, and enhance public safety awareness and self-protection ability.

Elevator management responsible person, elevator manufacturing unit, elevator installation, renovation and maintenance construction unit, elevator maintenance unit, elevator inspection and testing institution, special equipment industry association, etc. The publicity of elevator safety use and emergency knowledge should be strengthened to guide the public to use elevators correctly.

Schools (kindergartens) should take elevator safety knowledge as an important part of safety education, and cultivate students' habit of using elevators safely and civilized.

News media should publicize elevator safety laws and regulations and related safety knowledge for public welfare. Chapter II Manufacture and Installation Article 8 The construction unit shall entrust a design unit with corresponding qualifications to rationally design the building structure involved in elevator installation and operation.

The selection and configuration of elevators by the construction unit shall conform to the building structure and use requirements, conform to the relevant national regulations and standards, and meet the requirements of fire control and barrier-free access. The escalators and moving sidewalks in public transport places such as stations, airports and passenger terminals should be public transport elevators that meet the requirements of relevant standards. Ninth elevator manufacturing units shall be responsible for the safety performance of elevators. When the elevator leaves the factory, it shall be accompanied by design documents, product quality certificates, installation and maintenance instructions, supervision and inspection certificates and other relevant technical data and documents required by safety technical specifications. The elevator manufacturing unit shall open the intelligent device interface for elevator safe operation to the special equipment safety supervision and management department.

Encourage elevator manufacturers to adopt modern information management technology to track the safe operation of elevators and provide services.

If the manufacturer has not set up a direct selling agency in China to operate the whole imported elevator, it shall designate an agent registered in China, and the agent shall undertake the manufacturer's obligations as stipulated in this article. Tenth elevator installation, renovation and maintenance of the construction unit responsible for the construction quality. Elevator installation, renovation or maintenance, the construction unit shall inform the municipal special equipment safety supervision and management department of the time, place, content, name of the construction unit and qualification of the construction personnel before the construction; When the elevator is installed, modified or overhauled, the special equipment inspection agency shall supervise and inspect the construction process in accordance with the requirements of safety technical specifications. Eleventh the implementation of elevator safety management intelligent system construction, and gradually incorporated into the scope of smart city construction.

Newly installed passenger elevators should be equipped with intelligent devices with functions of safety management, operation parameter collection and network remote transmission, and passenger elevators used in public gathering places and residential quarters should also be equipped with video monitoring facilities.

Passenger elevators that have been put into use before the implementation of these regulations, without the installation of intelligent devices for operation management or video monitoring facilities, shall be installed during renovation or overhaul.
