Brief Introduction of Loudi Housing and Urban-Rural Development Bureau

I. Adjustment of responsibilities

(1) Transfer the responsibilities of the former Municipal Construction Bureau to the Municipal Housing and Urban-Rural Development Bureau.

(2) Assigning the administrative responsibilities undertaken by the Municipal Real Estate Administration to the Municipal Housing and Urban-Rural Development Bureau.

(three) to cancel the administrative examination and approval items that have been cancelled by the provincial and municipal people's governments.

(four) to speed up the establishment of housing security system, improve the low-rent housing system, and strive to solve the housing difficulties of low-income families.

(5) Strengthen the management of new urbanization and rural construction, guide rural housing construction, strengthen and promote building energy conservation, improve the ecological environment of human settlements, and promote the healthy development of urbanization.

Second, the main responsibilities

(1) Take the lead in promoting the new urbanization strategy. To formulate the principles and policies of promoting new urbanization, urban and rural construction, housing security, engineering construction, construction industry, residential real estate industry, survey and design consulting industry and municipal public utilities in the whole city, as well as relevant development strategies, medium-and long-term plans and annual plans, and guide the implementation and management of the industry.

(two) to undertake the responsibility of housing security for urban low-income families. To formulate policies related to housing security and guide their implementation, prepare the development plan and annual plan of urban affordable housing in the whole city and supervise their implementation; Responsible for the management of public housing and low-rent housing; Responsible for the transformation of urban shanty towns and villages in cities; Guide and standardize the operation and management of affordable housing in the city.

(three) to undertake the responsibility of promoting the reform of the housing system. Formulate housing policies suitable for market conditions, guide housing construction and housing system reform, formulate the city's housing construction plan and guide its implementation.

(four) to participate in urban and rural planning and management, to participate in the review of the overall land use planning, and to undertake the examination and approval, protection and supervision of historical and cultural cities (towns and villages).

(five) to undertake the responsibility of establishing a scientific and standardized system of engineering construction standards. Organize the implementation of national standards, national unified quotas, industry standards and related management systems in the implementation stage of engineering construction, formulate and publish local standards and quotas for engineering construction in our city and their specific implementation methods and management regulations and supervise their implementation, formulate construction standards and management systems for engineering cost, formulate construction standards for public service facilities (excluding communication facilities) and supervise their implementation, guide and supervise the implementation of various engineering construction standard quotas and engineering cost valuation, organize the release of engineering cost information and guide the feasibility study and evaluation methods of construction projects.

(seven) to guide and manage the city's construction activities. (nine) to undertake the responsibility of the city's housing construction and municipal engineering quality and safety supervision. Formulate policies and systems on project quality, production safety, completion acceptance, etc. and supervise their implementation, organize or participate in the investigation and handling of engineering quality and safety accidents, formulate and supervise the implementation of seismic fortification schemes for various buildings and their ancillary facilities and urban municipal facilities, guide the survey and design of urban underground space, project quality and safety and their development and utilization, be responsible for organizing house safety appraisal, and guide the prevention and control of termites in houses.

(ten) to assume the responsibility of standardizing and guiding the construction of villages and towns. Formulate policies for the construction of villages and small towns and guide their implementation, guide the construction of villages and market towns, rural housing construction and the renovation of dilapidated houses in rural areas, guide the improvement of living environment in small towns and villages, guide the construction of key towns in the city, and be responsible for the declaration and management of characteristic landscape tourist villages and towns.

(eleven) responsible for the collection and management of urban construction and maintenance fees, infrastructure supporting fees and sewage treatment fees. Prepare the annual use plan of city construction funds at the city level and coordinate management.

(twelve) to undertake the responsibility of promoting the city's building energy conservation and building science and technology progress. Organize the formulation of the city's building energy-saving policies, plans and supervise the implementation, and organize the implementation of major building energy-saving projects. Formulate scientific and technological development plans and technical policies for the construction industry, organize the implementation of major scientific and technological projects and the development and utilization of new technologies, and manage the scientific and technological achievements of the industry.

(thirteen) to undertake the responsibility of promoting urban emission reduction in the whole city. Organize and implement the construction of urban sewage and domestic garbage treatment facilities and the implementation of major emission reduction projects to promote urban emission reduction.

(fourteen) to formulate the development plan of talents in the industry, guide the construction of talents, be responsible for the training and continuing education of employees in the construction system, and undertake the related work of professional and technical title evaluation and professional qualification management. Carry out foreign exchanges and cooperation in housing and urban and rural construction in this city.

(fifteen) to undertake other tasks assigned by the Municipal People's government.
