1. The owner has the obligation to pay the property management fee, which directly comes from the agreement in the signed property management contract. 2. Although individual owners don't actually live in the residential area, the daily management work of cleaning, security, greening, repair and maintenance of houses and public facilities and equipment in the residential area has been going on, and the workload and expenses have not been reduced.

3. The property management company shall perform its obligations according to the contract, and the owner shall also perform the obligation to pay the management fee according to the contract. The services of property management companies will not stop because individual owners don't live, so no matter whether the owners actually live or not, they have to pay property management fees after moving in.

Legal basis: Article 44 of the Regulations on Property Management. Within the property management area, water supply, power supply, gas supply, heating, communication, cable TV and other units shall charge relevant fees to the end users. Where a realty service enterprise accepts the entrustment to collect the fees mentioned in the preceding paragraph, it shall not collect additional fees such as handling fees from the owners.
