I. Current situation and problems

This model is mainly based on early civil air defense projects. After completion, it is usually used by the construction unit, or as a storage room, or as an activity place, or as a staff canteen. In normal use, the construction unit does not pay attention to the division of property rights of civil air defense projects; In terms of maintenance management, the construction unit pays more attention to the maintenance of functions and facilities used in peacetime. Due to the poor condition of wartime equipment and facilities, the maintenance workload is relatively light, and the maintenance of wartime equipment and facilities is basically rust removal and painting.

The legal and policy basis of this model is: Paragraph 3 of Article 25 of the Civil Air Defense Law: "The relevant units shall maintain and manage the civil air defense projects that have been built and/or used in accordance with state regulations and keep them in good use." Article 17 of the Measures for the Implementation of the Civil Air Defense Law in Jiangsu Province revised in 2008 "The peacetime maintenance and management of civil air defense projects shall be classified ... The civil air defense projects built or used by units shall be kept by units in accordance with state regulations ..." Article 6 of the Measures for the Maintenance and Management of Civil Air Defense Projects "The personnel and materials of civil air defense professional teams, medical rescue and material reserves of relevant departments and units shall be responsible by the units to which the projects belong"

2. Construction → application for development and utilization (maintenance and management) mode combining peacetime and wartime.

After 2004, the air defense basement built simultaneously by real estate projects has gradually become the main form of civil air defense projects. From June 5, 2006 to 2006 10, Jiangsu Provincial Civil Defense Office issued the Interim Provisions on the Conversion of Civil Defence Works in Jiangsu Province from peacetime to wartime, which greatly controlled the workload of the conversion from peacetime to wartime and significantly improved the installation requirements of wartime equipment and facilities. At this stage, China residents' demand for private cars began to increase rapidly, and the parking demand of community residents continued to increase. In addition to building civil air defense projects, the community has also built a large number of ordinary basements for parking, and the functional design of civil air defense projects is mostly parking garages. At this time, the economic benefits of the development and utilization of civil air defense projects at ordinary times began to appear. Real estate development enterprises in the sale of underground parking spaces with property rights at the same time, to the competent department of civil air defense for the peacetime development and utilization of civil air defense projects. 20 13 Before the promulgation of the new Regulations on Property Management in Jiangsu Province, they rented the civil air defense parking spaces to the owners in the form of one-time lease for 20 years, and the civil air defense authorities allowed real estate development enterprises to develop and utilize civil air defense projects at ordinary times. Signed an agreement with real estate development enterprises to implement the responsibility of maintenance and management of equipment and facilities for civil air defense projects in peacetime and wartime, and the competent departments of civil air defense strengthened supervision and management of maintenance.
