Didn't you deal with the crime of charging in property qualification?

It is illegal to collect property fees, but it does not necessarily constitute a crime of arbitrary charges. According to the Criminal Law of People's Republic of China (PRC), the crime of charging refers to the act of fabricating facts, concealing the truth, coercion or other fraudulent means to collect fees from others for the purpose of illegal possession. It is illegal for a property company to collect property fees without obtaining the qualification of property services, but if it does not aim at illegal possession and does not use fictional facts, conceal the truth, coercion or other fraudulent means, it does not constitute the crime of arbitrary charges.
