In order to further eliminate potential safety hazards, improve air quality, and reduce potential safety hazards and environmental pollution caused by fireworks and firecrackers, according to the People's Republic of China (PRC) Air Pollution Prevention and Control Law, the Regulations on the Safety Management of Fireworks and Firecrackers, the Implementation Plan of Hebei Air Pollution Prevention and Control Action Plan, the Opinions of Handan Municipal People's Government on Vigorously Promoting Comprehensive Control of Air Pollution, and the Notice of the Municipal Government on Prohibiting Fireworks and Firecrackers, and other laws and regulations.

First, the time, area and variety of prohibited emissions

It is forbidden to sell and set off any kind of fireworks and firecrackers throughout the year and the whole administrative region.

Two, fireworks sales management and punishment

Wholesale enterprises and retail outlets shall not be approved within the administrative area of the whole region. Unauthorized sale of fireworks, public security, emergency management and other departments in accordance with the division of responsibilities, according to the "People's Republic of China (PRC) * * * and public security management punishment law", "fireworks safety management regulations" for punishment; If a crime is constituted, criminal responsibility shall be investigated according to law.

Three. Management and Punishment of Fireworks and Firecrackers If fireworks and firecrackers are set off illegally, the public security department will punish them according to the relevant provisions of the Law of People's Republic of China (PRC) on Public Security Administration Punishment and the Regulations on the Safety Management of Fireworks and Firecrackers: State staff who set off fireworks and firecrackers in violation of laws and regulations, causing serious consequences, will be handed over to the Supervision Bureau of the Commission for Discipline Inspection to investigate the responsibilities of relevant units and personnel according to discipline and regulations.

Fourth, the division of responsibilities

Township governments and relevant departments should attach great importance to the work of prohibiting the discharge of fireworks and firecrackers, improve the working mechanism, severely crack down on the illegal manufacture and sale of fireworks and firecrackers, carry out publicity and education, and announce the hotline.

The public security department should strengthen social prevention and control, timely discover, stop and investigate illegal discharge, and deal with illegal discharge personnel according to law.

The administrative examination and approval department shall not approve fireworks wholesale enterprises and retail stores.

Supply and marketing departments should strengthen the management of fireworks and firecrackers business units in the system.

The emergency management department shall earnestly perform its statutory duties in accordance with relevant regulations.

Organs, enterprises, institutions, township governments, village committees, residential property companies, commercial stores, etc. in the whole administrative area are all responsible units for the prohibition of discharge, and the main person in charge is the person responsible for the prohibition of discharge. Should be in accordance with the provisions of this notice, do a good job of publicity, education and supervision of residents and employees in the area.
