Article 1 These Regulations are formulated in accordance with relevant laws and regulations and with the actual situation of this Municipality for the purpose of regulating dog-raising behavior, ensuring the personal safety of citizens, and maintaining environmental sanitation and social public order.

Article 2 These Regulations shall apply to dog-raising behavior and related management activities within the administrative area of this Municipality.

Where laws and regulations have other provisions on the management of military dogs, police dogs, guide dogs, special-purpose dogs and other special dogs kept by zoos, scientific research institutions and professional performance groups, such provisions shall prevail.

The management of dog farms shall be implemented in accordance with relevant laws and regulations.

Article 3 Dog management shall follow the principles of combining management with service, combining supervision of government departments with participation of grass-roots organizations, and combining self-discipline of dog owners with public supervision.

Fourth dog management in accordance with the key management areas and general management areas to implement district management. In the main urban area of Jining, it is south of the special railway line of Zikuang Group, west of the East Outer Ring Road, north of He Lin Road, 105 National Road to Jining Avenue in the south, Binhe Road in the east, North Ring Road in Yanzhou District in the south, Sihe River in the west, Daan River in the east, Yan Feng West Road to Dayu South Road to South Ring Road to the north of Rilan Expressway. Other areas are general management areas.

The Municipal People's Government may, according to the actual situation, adjust the key dog management areas specified in the preceding paragraph and announce them to the public.

County (city) people's governments may designate key administrative areas within their respective administrative areas and announce them to the public.

Article 5 The people's governments of cities and counties (cities, districts) shall be responsible for organizing the implementation of these Regulations, establishing a dog management coordination mechanism involving public security, urban management, agriculture and rural areas, market supervision, health and other departments, organizing, guiding, supervising and ensuring dog management, and coordinating and solving major problems in dog management.

Jining High-tech Industrial Development Zone, Taibai Lake New District and Jining Economic and Technological Development Zone are responsible for organizing the implementation of these Regulations within their respective jurisdictions.

Article 6 The public security organ is the competent department in charge of dog management, responsible for dog registration, dog shelter and rescue detention places management, catching stray dogs, killing rabies, and investigating and dealing with illegal acts such as raising dogs without a license and walking dogs without tying ropes (chains).

The urban management department is responsible for guiding and supervising the setting of dog-forbidden signs in public places such as urban parks, squares and public green spaces, and investigating illegal entry; Investigate and deal with behaviors that affect environmental sanitation, such as taking dogs out of the house and not cleaning up dog feces immediately.

Agriculture and rural departments are responsible for dog immunization; To supervise the dog diagnosis and treatment institutions, and carry out harmless treatment on the bodies of rabies, epidemic dogs and ownerless dogs; Monitoring, preventing and controlling the epidemic situation of dogs, and providing epidemic information to the health department in time; Define and publish the standards and types of dog prohibition in conjunction with the public security organs.

The market supervision department is responsible for the registration of the market entities of dog business and medical institutions, and supervises and manages the dog business activities.

The health department is responsible for the publicity of rabies prevention and control knowledge, the monitoring and diagnosis of human rabies epidemic, and the supply, transportation, storage and use of human rabies vaccine.

The housing and urban-rural construction department is responsible for supervising and guiding property service enterprises to participate in dog management.

The financial department is responsible for ensuring the funds for dog management.

Civil affairs, culture, tourism and other departments shall, in accordance with their respective responsibilities, do a good job in dog management.

Seventh township (town) people's government, street offices should cooperate with the relevant administrative departments to do a good job in dog management.

Residents' committees, villagers' committees and community owners' committees shall formulate conventions on dog-raising matters in this region according to law and organize their implementation. Community grid workers should play a guiding and coordinating role, actively cooperate with and assist relevant departments to carry out dog management.

The realty service enterprise shall assist the management department to carry out dog-raising publicity according to law, persuade, stop and record the illegal dog-raising behavior in the realty service area, and report to the relevant management department.

Eighth dog owners should raise dogs in a civilized manner according to law, and shall not harm the public interests and the legitimate rights and interests of others; Citizens, legal persons and other organizations should respect civilized dog owners according to law and build a harmonious society.

Ninth to encourage relevant industry associations, animal protection organizations and other social organizations to participate in dog management activities, formulate industry norms, and carry out publicity and education.

Encourage volunteer organizations, enterprises and institutions and individual citizens to participate in dog-raising publicity, education and supervision activities.

Article 10 Any unit or individual shall have the right to dissuade, supervise and report violations of these Regulations.

The relevant functional departments of dog management shall announce the telephone number, email address and email address of receiving the report, and shall register and handle it in time after receiving the report, and inform the informant of the handling situation within ten working days.

The department that accepts the report shall keep the information of the informant confidential and protect the lawful rights and interests of the informant.

Chapter II Dog Immunization and Registration

Eleventh dogs should be vaccinated against rabies. Within the following time limit, dog owners shall send their dogs to the dog immunization outlets announced by the agricultural and rural departments to receive rabies immunization:

(a) within fifteen days from the date of birth of a three-month-old puppy;

(two) dogs that have been immunized before the expiration of the immunization interval;

(three) other dogs, within fifteen days from the date when the dog owner obtains the dog.

The cost of dog vaccination is borne by the dog owner. Guide dogs for the blind and auxiliary dogs for the severely disabled are exempt from vaccination fees.

Dogs in key management areas are implanted with electronic signs during immunization.

Encourage dog owners to neuter their dogs.

Twelfth dogs in key management areas, each household is limited to one.

In the key management areas, it is forbidden to raise large dogs, strong dogs and other dog breeds included in the list of prohibited dogs.

In violation of the provisions of the first and second paragraphs, the public security organ shall order it to make corrections within a time limit and impose a fine of 1000 yuan per person; If no correction is made within the time limit, the dogs will be confiscated.

The list of forbidden dogs shall be determined by the municipal agricultural and rural departments in conjunction with the public security organs and announced to the public.

Thirteenth in the general management area, the dogs included in the list of prohibited dogs should be kept in captivity or tied up.

In violation of the provisions of the preceding paragraph, the public security organ shall order it to make corrections within a time limit and impose a fine on the unit in 500 yuan.

Fourteenth dogs in key management areas shall meet the following conditions:

(1) The registered population of this Municipality or the permanent population with residence permit;

(2) Having full capacity for civil conduct;

(3) Having a single-family residence;

(four) dogs meet the requirements, not included in the list of prohibited feeding;

(5) Vaccinate the dogs with rabies vaccine and implant electronic identification.

Fifteenth dog owners in key management areas shall, within fifteen days from the date of obtaining the rabies immunization certificate, apply to the public security organ for dog registration.

The public security organ shall, within one working day from the date of accepting the application for dog registration, register and issue a dog registration certificate and a dog license to those who meet the conditions for raising dogs; Those who do not meet the requirements for raising dogs shall not be registered, and the reasons shall be explained in writing, and the applicant shall be informed to dispose of the dogs themselves or send them to the rescue detention center within 15 days.

Public security organs and agricultural and rural departments can set up joint office space to realize rabies vaccination and dog registration and certification in the same place.

In violation of the provisions of the first paragraph, the public security organ shall order it to make corrections within a time limit and impose a fine of 1000 yuan on each item; If no correction is made within the time limit, the dogs will be confiscated.

Article 16 It is forbidden to forge, alter, fraudulently use, transfer or buy or sell dog registration certificate, dog number plate, electronic logo and dog rabies vaccination certificate.

Damage, loss of dog registration certificate, dog license, electronic logo, should be re-submitted or replanted within 15 days.

In violation of the provisions of the first paragraph, the public security organ shall impose a fine of two thousand yuan; Constitute a violation of public security management, shall be punished by the public security organs in accordance with the "People's Republic of China (PRC) Public Security Management Punishment Law"; If a crime is constituted, criminal responsibility shall be investigated according to law. In violation of the provisions of the second paragraph, the public security organ shall impose a fine on 200 yuan.

Article 17 In key management areas, if a dog dies, is missing, is transferred to another person, or the dog owner changes his domicile (residence), gives up feeding and properly handles the dog, the dog owner shall go through the cancellation and change procedures at the original registration place within 15 days from the date of occurrence of relevant events.

In violation of the provisions of the preceding paragraph, if the cancellation or change procedures are not handled within the time limit, the public security organ shall impose a fine on 500 yuan.

Eighteenth dog registration certificate is endorsed once a year. Dog owners who continue to raise dogs shall bring their dogs and valid immunization certificates before the expiration of the registration period indicated in the dog registration certificate 15 days, and apply to the public security organ for endorsement. If the registration period expires without endorsement, the public security organ shall cancel the dog registration certificate.

Nineteenth in the key management areas, the dog registration and endorsement shall pay the dog management service fee to the public security organ. Dog management service fee collection, in accordance with the relevant provisions of the provincial authorities for approval before implementation.

Feeding blind guide dogs and severely disabled auxiliary dogs is exempt from dog management service fees.

Twentieth dogs in key management areas, should inform the property service enterprises after handling the dog registration.

The realty service enterprise shall fully grasp the dog-raising information in its realty service area and publicize it in a prominent position in the residential area.

Article 21 If dogs outside the key management areas are temporarily brought into the key management areas, they shall apply to the public security organ for temporary dog registration in accordance with the conditions specified in Item (2), Item (4) and Item (5) of Article 14 of these Regulations, and the continuous stay shall not exceed 60 days.

In violation of the provisions of the preceding paragraph, the public security organ shall order it to make corrections within a time limit and impose a fine of 1000 yuan on the unit; If it is not corrected within the time limit, the dog will be confiscated.

Article 22 If a dog is suspected of suffering from rabies, the dog owner shall immediately take isolation and other control measures, and report to the agricultural and rural departments, which shall dispose of it according to the relevant provisions.

For dogs suffering from rabies, the agricultural and rural departments shall promptly inform the public security organs and cooperate with the killing and harmless treatment. Dog owners should cooperate.

Chapter III Code of Conduct for Raising Dogs

Twenty-third dog owners shall not allow dogs to intimidate others, and shall not drive dogs to harm others.

If a dog hurts others, the dog owner shall immediately send the victim to a medical institution for diagnosis and treatment, and bear corresponding legal responsibilities according to law. Encourage dog owners to take out dog liability insurance.

When citizens are attacked by dogs, they can take necessary defensive measures.

In violation of the provisions of the first paragraph, the public security organs shall be punished according to law.

Twenty-fourth dogs barking interfere with the normal life of others, dog owners should take effective measures to stop it immediately.

In violation of the provisions of the preceding paragraph, the public security organ shall give a warning; Refuses to correct, at more than two hundred yuan to five hundred yuan fine; Still refuses to correct, cancel the dog registration, and will not apply for dog registration within two years.

Twenty-fifth dog owners shall not occupy corridors, roofs, green spaces and other residential areas, and shall not harm public health.

Twenty-sixth the following places, in addition to providing services for dogs, dogs are prohibited from entering:

(a) offices, medical care, education and training, financial institutions and other places;

(2) Libraries, museums, stadiums, memorial halls, science and technology museums, art galleries, children's palaces, cultural palaces, theaters, exhibition centers and other places;

(3) Restaurants, hotels, supermarkets and other places;

(four) public transport (planes, boats) except taxis and waiting rooms;

(five) urban parks, squares and other places where dogs are prohibited.

Operators and managers of places specified in the preceding paragraph shall set up obvious signs prohibiting dogs from entering. Managers in other places may ban dogs from entering.

Blind guide dogs and severely disabled auxiliary dogs are not subject to the restrictions in the first and second paragraphs.

Violation of the first paragraph (1), (2), (3) and (4) shall be discouraged by the site management personnel; If you don't listen to dissuasion, the public security organ shall order you to make corrections; Refuses to correct, by the public security organs at a fine of two hundred yuan each time. In violation of the provisions of the first paragraph (five), the place management personnel shall dissuade them; Do not listen to dissuasion, the city management department shall order it to make corrections; Those who refuse to make corrections shall be fined 200 yuan by the urban management department.

Twenty-seventh dog owners in key management areas shall abide by the following provisions:

(1) Wearing dog tags for dogs;

(2) being led by a person with full capacity for civil conduct with a leash (chain) not exceeding 1.5 meters;

(3) voluntarily avoiding others;

(4) Remove the dog manure immediately.

In violation of the provisions of item (1) of the preceding paragraph, the public security organ shall order it to make corrections and impose a fine of fifty yuan; In violation of the provisions of the preceding paragraph (two), the public security organ shall order it to make corrections and impose a fine of two hundred yuan; In violation of the provisions of the preceding paragraph (four), the city management department shall order it to make corrections and impose a fine of two hundred yuan.

Twenty-eighth dog owners and dogs should obtain the consent of other elevator passengers, and avoid the elevator passengers; If a dog owner takes a taxi with his dog, he shall obtain the consent of the taxi driver, and put a muzzle on the dog, or put it into a dog bag.

When taking a dog by elevator or entering a crowded place, put a muzzle on the dog, or pick it up and put it in a dog bag cage.

In violation of the provisions of the second paragraph, shall be discouraged by the management department; Those who do not listen to dissuasion shall be ordered by the public security organ to make corrections and be fined fifty yuan.

Twenty-ninth it is forbidden to abuse, abandon, organize or participate in dog fighting and other acts that harm dogs; It is forbidden to use dogs to engage in gambling activities.

Abuse of dogs in violation of the provisions of the preceding paragraph shall be ordered by the public security organ to make corrections. If the circumstances are serious, a fine of more than 200 yuan and less than 500 yuan shall be imposed; Abandoning dogs, the public security organs shall order them to make corrections, and if they refuse to make corrections, they shall be fined 500 yuan each, and shall not apply for dog registration within five years; Those who organize or participate in dog fighting shall be fined 1000 yuan to 5,000 yuan by the public security organ; Those who use dogs to engage in gambling activities shall be punished by the public security organs according to law.

Thirtieth dog death, dog owners should send the dog body to a qualified place for harmless treatment.

Dead dogs are collected by the local township (town) people's government and street offices, and sent to qualified places for harmless treatment.

It is forbidden to discard dog carcasses; Trading in sick dogs is prohibited.

Thirty-first in the general management area, the public security organs should regularly carry out dog statistics, and the township (town) people's government and street offices should organize grassroots organizations to give assistance.

Chapter IV Raising Dogs

Article 32 The public security organs of cities and counties (cities) shall, according to the needs of dog management, set up places for receiving and rescuing dogs, and receive and dispose of stray, delivered, temporarily detained or confiscated dogs.

Thirty-third residents of key management areas should send dogs that are out of gauge or cannot be disposed of by themselves to the dog shelter and rescue detention center.

Thirty-fourth dog reception and rescue detention centers shall formulate work norms and establish a dog information inquiry platform for the public to inquire for free.

The dog shelter rescue detention center shall establish information files for the housed dogs; For registered stray dogs, the dog owners should be notified to claim them within three days. If it is impossible to notify or refuse to register, a recruitment announcement shall be issued according to law.

Thirty-fifth social dog rescue organizations established according to law are encouraged to engage in dog rescue activities. Social dog rescue agencies shall not engage in dog business activities.

Relevant industry associations, animal protection organizations and other social organizations may take in, adopt and rescue dogs according to law, but they shall not be used for business activities.

Chapter V Diagnosis, Treatment and Management of Dogs

Thirty-sixth engaged in dog diagnosis and business activities, shall not interfere with the normal life of others, shall not pollute the environment.

It is forbidden to engage in dog sales, diagnosis and treatment, exhibition, beauty, foster care, training and other business activities in residential buildings and office buildings.

Thirty-seventh engaged in dog diagnosis and treatment business activities, shall comply with the following provisions:

(a) dogs shall not be taken out of the business premises except for immunization, diagnosis and treatment, feeding and trading;

(two) diagnosis and management in accordance with the provisions of this Ordinance on rabies vaccination in dogs;

(3) Take effective measures to immediately stop barking that interferes with the normal work and life of others;

(four) the establishment of sick dog processing ledger and records, and keep it for at least two years.

Article 38 If the dog management and diagnosis and treatment institutions find that the dog is infected or suspected to be infected with rabies and other infectious diseases, they shall immediately take control measures such as isolation and report to the agricultural and rural departments, which shall dispose of it in accordance with the relevant provisions, and the dog management and diagnosis and treatment institutions shall not dispose of it without authorization.

Thirty-ninth in the key management areas, it is forbidden to sell dogs included in the list of prohibited breeding.

In violation of the provisions of the preceding paragraph, the market supervision department shall confiscate it and impose a fine of not less than two thousand yuan but not more than five thousand yuan.

Fortieth dog death, the dog management agency shall send the dog body to a qualified place for harmless treatment.

Dog clinics shall conduct harmless treatment of dead dogs or dog tissues, organs and medical wastes removed in this place.

Chapter VI Law Enforcement Guarantee and Supervision

Article 41 The public security organ shall establish a dog management information system and an electronic file for dog management, share information with urban management, agriculture and rural areas, market supervision, health and other departments, and provide the public with relevant management and service information.

Forty-second law enforcement officers should investigate and deal with illegal dog-keeping, and inform the parties of their legal rights.

Obstructing law enforcement officers from performing their duties according to law shall be investigated and dealt with by public security organs according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Illegal information that refuses to perform the administrative punishment decision of law enforcement organs shall be entered into the public credit information platform and announced to the public.

Forty-third people's governments at all levels in this Municipality shall organize and carry out centralized publicity and special rectification actions for dog raising according to law, civilized dog raising and scientific dog raising every year.

City and county (city, district) people's governments shall regularly supervise and inspect the implementation of these regulations and report to the Standing Committee of the people's congress at the corresponding level.

Forty-fourth public security, urban management, agriculture and rural areas, market supervision and other departments and their staff have one of the following acts, which shall be punished by the relevant authorities according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law:

(a) in violation of the provisions of this Ordinance for dog registration or intentional delay;

(2) Failing to carry out immunization or epidemic prevention supervision on dogs, and the circumstances are serious or cause serious consequences;

(3) Failing to deal with illegal dog-raising behavior, dog wounding, dog polluting the environment or receiving a report, or passing the buck, if the circumstances are serious or cause serious consequences;

(four) did not perform their duties in accordance with the provisions, found stray dogs, dogs and rabies, and the circumstances are serious or cause serious consequences;

(five) other acts of abuse of power, dereliction of duty, favoritism.

Chapter VII Supplementary Provisions

Forty-fifth dogs confiscated in violation of the provisions of these regulations shall be cancelled by the public security organs.

Forty-sixth acts in violation of the provisions of these regulations, laws and regulations have been punished, from its provisions.

Forty-seventh in the key management areas, the dogs that have been raised before the implementation of these regulations are disposed of by the dog owners themselves; Non-forbidden dogs that exceed the limit on the number of dogs can continue to be raised if the dog owners register their dogs within one month from the date of implementation of these regulations.
