What authorities and departments do developers need to accept the delivery of new houses?

The whole process of acceptance before the developer delivers the house.

In general, the developer or the construction unit can organize various inspections after the construction of the construction unit, mainly including the following contents:

1. Five-party quality acceptance of completion: the construction unit prepares the completion data first, and then carries out the preliminary acceptance. The construction unit shall take the lead in organizing the design unit, survey unit, supervision unit and construction unit to conduct quality acceptance on the built houses.

2. Acceptance of quality supervision station: The local quality supervision department will check all the completion data submitted by the construction unit to the quality supervision station, including the five-party main body acceptance sheet, and then consider the data qualified, so that the house built by the construction unit can be completed and accepted at the agreed time. After the completion and acceptance, the quality supervision department will submit the information to the Construction Committee within a few working days, and the construction unit will receive the Record Form for the Completion and Acceptance of Housing Projects in the Construction Committee, with 5 copies for each monomer, 3 originals and 2 copies.

Three. Special acceptance: mainly including planning, greening, fire protection, environmental protection, traffic police, lightning protection, civil air defense, sanitation and land review and acceptance. Introduce the following items:

1. Planning acceptance: After the construction is completed, the survey institute will carry out completion survey on the built houses and check whether there are any problems inconsistent with the planning approval according to the planning approval drawings. Otherwise, the planning department will issue the completion planning acceptance certificate.

2. Greening acceptance: The construction unit entrusts a qualified green space measurement unit to check the green space rate of the built house and check it with the preliminary design approval. If there is no problem, issue a greening review opinion.

3. Fire fighting acceptance: After the water and electricity are officially connected to the built house, the construction unit will conduct fire fighting linkage debugging. If there is no problem, first conduct a fire test. After the water test is qualified, it shall be reported to the fire control acceptance department for the record and accepted by lot (Hangzhou will draw lots for acceptance on May 1 2009). After the acceptance, the fire inspection opinions shall be issued.

4. Environmental protection acceptance: firstly, complete the examination and approval procedures for drainage connection, application for pollutant discharge permit and sanitary acceptance. After acceptance, we will issue the "Three Simultaneous Acceptance Opinions".

5. Traffic Police Acceptance: The construction unit shall report to the traffic police for acceptance after completing the construction of parking spaces and signs and markings, and issue traffic police acceptance opinions after passing the acceptance.

6. Lightning protection acceptance: After the project is completed, the construction unit will entrust a lightning protection detection institution with corresponding qualifications to carry out lightning protection detection on the built houses. After passing the test, submit the test report and other materials to the local meteorological department for acceptance, and issue a lightning protection acceptance certificate after passing the acceptance.

7. Acceptance of civil air defense: After the basement is completed, the construction unit will sort out the materials that need to be accepted and submit them to the Civil Air Defense Office. After the on-site acceptance, the civil air defense project acceptance opinion, normal use certificate and civil air defense red line map (for housing surveying and mapping) will be issued.

8. Hygienic acceptance: After going through the formalities for examination and approval of drainage takeover and sewage discharge permit, the sanitary acceptance can be carried out, and after passing the acceptance, the sanitary acceptance opinions can be issued.

9. Land audit and acceptance: After obtaining the official results of real estate surveying and mapping, entrust a qualified land surveying and mapping unit to conduct land surveying and mapping, and then the Land Bureau will conduct land audit and acceptance.

Four. Data archiving: submit all data of the construction unit, supervision unit and construction unit, as well as greening, traffic police, lightning protection, civil air defense, health inspection and other documents to the archives for archiving, and issue a filing certificate after passing the filing.

5. Completion acceptance filing: The materials to be submitted for filing, including filing certificate, planning, fire protection, environmental protection acceptance certificate, housing project completion acceptance filing form, etc., are sorted and submitted to the Construction Committee, and the housing project completion acceptance filing form stamped by the Construction Committee can be obtained within a few working days.

6. Official achievements of real estate surveying and mapping: planning acceptance certificate and civil air defense red line map are necessary materials.

Seven. Confirmation of property management houses and supporting houses in the community: after paying the property maintenance fund (multi-storey 35 yuan/㎡, high-rise 65 yuan/㎡) and the project warranty fund (2% of the construction cost), the property management houses with an aboveground construction area of 3‰ and the property management houses with an aboveground construction area of 4‰, the supporting houses in the community (30 ‰/ 100 households) and the local streets can be handed over for confirmation.

Eight. Special confirmation of pipelines in various disciplines: confirm tap water, electricity, gas, postal services, telecommunications, digital TV, Netcom, etc. in the process of project implementation, and require all pipeline implementation units to fill in the project confirmation form and seal it.

Nine. Acceptance of supporting public buildings: After all the above work is completed, the supporting public buildings can be accepted. The Project Construction Committee will organize housing management, streets, construction units, urban management offices and property management companies to carry out the acceptance of supporting public buildings. After the acceptance, the street, the city management office, the property management company and the housing management office fill in the Confirmation Opinion item by item.

X. initial registration of real estate: after all the above work is completed, the initial registration of real estate can be carried out in the housing authority.
