Is it reasonable for the property company not to sign the property contract and hand over the house?

According to the "Regulations on Property Management", the construction unit shall complete the signing of the property service contract with the selected property service enterprise before the property delivery. The realty service enterprise shall provide corresponding services in accordance with the contract, and accept the supervision of the owner and the property administrative department. If the realty service enterprise fails to provide services as agreed in the contract, or there are major management problems, the owners may require the realty service enterprise to correct or terminate the contract, and require the realty service enterprise to refund the corresponding fees. Therefore, it is unreasonable for a property company not to sign a property contract or hand over a house.
