Chapter I General Provisions Article 1 In order to standardize property management activities, safeguard the legitimate rights and interests of all parties involved in property management, and create a good living and working environment, these Regulations are formulated in accordance with the provisions of the General Principles of the Civil Law of People's Republic of China (PRC), the Regulations on Property Management of the State Council and the Regulations on Property Management of Jiangxi Province, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to property management activities and their supervision and management within the administrative area of this Municipality. Article 3 Property management should adhere to the working mode of party building leading, government leading, owner autonomy, multi-party participation and professional service. Article 4 The people's governments of cities and counties (cities, districts) (administrative committees) shall strengthen the organization and leadership of property management, incorporate property management into the development planning of modern service industry in the region, the urban and rural community governance system and the comprehensive management assessment content, provide financial budget guarantee, establish and improve the comprehensive coordination mechanism, and coordinate and solve major problems in property management.

Sub-district offices and Township People's governments shall establish the working system of property management in their respective jurisdictions, clarify the working mechanism of property management, equip special management personnel, give specific guidance and supervision to the owners in their respective jurisdictions jointly with the housing and urban-rural construction departments of the people's governments of cities and counties, establish owners' congresses and elect owners' committees according to law, supervise the owners' congresses and owners' committees to perform their duties according to law, mediate property management disputes according to law, and coordinate the relationship between property management and community management.

Neighborhood (village) committees shall assist neighborhood offices and township people's governments in carrying out relevant work of property management according to law. Fifth city and county (city, district) people's government (CMC) housing and urban and rural construction departments responsible for the supervision and management of property management activities within their respective administrative areas.

Chapter II Pre-property Management Article 7 The construction unit of newly-built property shall build property infrastructure and supporting public service facilities in accordance with the relevant planning, design specifications and engineering standards of the state and Jiangxi Province.

The competent department of natural resources shall incorporate the construction requirements of property infrastructure and supporting public service facilities into the planning conditions of property construction projects. Eighth new property management area of water supply, power supply, gas supply and other professional operating facilities and equipment, should comply with national technical standards and technical specifications, and unified planning, unified construction, synchronous delivery.

After the professional operating facilities and equipment in the newly-built property management area are completed and accepted, they shall be handed over to the relevant business units in accordance with relevant regulations and requirements. The construction unit and the property service provider shall, within ten days from the date of signing the preliminary property service contract and formulating the temporary management statute, file with the competent department of housing and urban and rural construction where the property is located.

"Pre-Property Service Contract" and "Temporary Management Agreement" should be attached to the new house sales contract.

The prophase realty service contract may have an agreed term, generally not exceeding two years. Before the contract term is not agreed or expires, the property service contract concluded by the owners' committee or the owners and the new property service provider will take effect and the original property service contract will be terminated. Eleventh the construction unit shall, fifteen days before the delivery of the new property, complete the inspection of the * * * parts of the property and the * * * facilities and equipment in conjunction with the property service personnel in the early stage.

The competent department of housing and urban and rural construction shall strengthen the supervision and guidance on the inspection of new properties, and be responsible for organizing the owners' representatives, relevant departments and sub-district offices, township people's governments, water supply, power supply, gas supply and other relevant units to participate in the inspection, or hire relevant professional institutions to provide assistance.

When handling the acceptance formalities of new property, the construction unit shall hand over the following information to the property service provider in the early stage:

(a) the relevant documents on the division of property management areas;

(two) the completion of the general plan, single building, structure, equipment completion drawings, supporting facilities, underground pipe network project completion drawings and other completion acceptance data;

(3) the ledger list of elevators, boilers and other special equipment and detailed safety technical files, and the list of other facilities and equipment and their installation, use, maintenance and other technical data;

(four) water supply, power supply, gas supply, heating, communication, cable TV, intelligent property, civil air defense engineering and other facilities and equipment related documents;

(five) property quality warranty documents and property use documents;

(six) other information required for property management.
