In order to further promote the full coverage of property management in residential quarters in our city, standardize the behavior of property service charges, and safeguard the legitimate rights and interests of owners and property service enterprises, according to the Regulations on Property Management in Anhui Province, the Pricing Catalogue of Anhui Province (20 18 Edition), and the Measures for the Administration of Urban Property Service Charges in Huainan City (Huai Fu Ban [2065438+08] No.29),
1. The public * * * service fee for the pre-residential property of ordinary houses shall be subject to government-guided price management. See the attached table 1 for the charging standard of public * * * service level of ordinary residential property in Huainan. Two to three years later, the Municipal Development and Reform Commission, the Municipal Housing Security and Real Estate Administration will make timely adjustments according to the results of cost supervision and evaluation.
2. For ordinary residential quarters without owners' meeting, after the entrusting unit (construction unit, street or neighborhood committee) and the realty service enterprise agree on the realty service level, the preliminary realty service entrustment contract shall be signed in accordance with the published Huainan Ordinary Residential Property Service Level Charging Standard (Annex 1).
3. Owners' meetings have been set up for non-ordinary houses and ordinary houses, and the service fees are subject to market-regulated price management. The specific charging standard shall be signed by the owner and the service enterprise, and shall be implemented according to the grade charging standard agreed in the contract.
4. The preliminary realty service entrustment contract shall be reported by the realty service enterprise to the municipal and county realty administrative departments where the realty is located and the National Development and Reform Commission for the record within 10 working days after signing, and publicized on the government website.

7. Other matters not covered shall be implemented in accordance with the Measures for the Administration of Urban Property Service Charges in Huainan City.
8. This notice shall be implemented as of July 1 day, 2020, and the original document [2017] No.5 of Huainan Municipal Price Bureau and Housing Management Bureau shall be abolished at the same time.
2. According to the basic situation of the building, the maintenance of public order and the thoughtful service, the collection standard of property fees in 2022 is:
