Does the community have to force the employment of property service companies?

According to Article 5 of the Measures for the Administration of Newly-built Urban Residential Quarters, before selling houses in residential quarters, real estate development enterprises should select property management companies to undertake the management of residential quarters and sign property management contracts with them.

Therefore, there should be a property management company in a newly-built community with a certain scale and perfect infrastructure.

The hiring and dismissal of the realty service enterprise shall be decided by all the owners. Therefore, the owner has the right to decide to change the property service enterprise.
