According to the Notice on Abolishing the Normative Documents of Some Municipal Governments (Sui Fu [20 1 1] No.6) and the Notice on Renovating the Anti-theft Network (Sui Fu [1999] No.72) on April 28th, 201year. With the consent of the Municipal People's Government, our Committee issued and implemented the Measures for the Administration of Guangzhou Anti-theft Network. Please report the problems encountered by each unit in the implementation process directly to our Committee.

Measures of Guangzhou Municipality on the Administration of Anti-theft Net Setting

Article 1 These Measures are formulated in accordance with the Regulations of Guangzhou Municipality on the Administration of City Appearance and Environmental Sanitation, the Regulations of Guangzhou Municipality on the Administration of City Appearance and Environmental Sanitation, the Regulations of Guangzhou Municipality on Urban Planning and other relevant provisions in order to strengthen the administration of setting up anti-theft nets in this Municipality and maintain a clean and beautiful city appearance.

Article 2 These Measures shall apply to the setting of anti-theft nets in the urban areas of this Municipality (excluding Zengcheng and Conghua), and Zengcheng and Conghua shall be implemented by reference.

Article 3 The term "anti-theft net" as mentioned in these Measures refers to the structure installed on the windows, balconies and external corridors of buildings for safety protection.

Article 4 The municipal administrative department in charge of urban management shall be responsible for supervising the setting of anti-theft nets within the administrative area of this Municipality.

District urban management administrative department is responsible for the management of anti-theft network settings within its jurisdiction.

Sub-district offices and Town People's governments are responsible for the specific affairs of setting up and managing anti-theft nets within their respective jurisdictions.

Article 5 The setting of anti-theft net shall comply with the provisions of planning, fire protection, city appearance and landscape, and meet the following requirements:

(a) the structure is safe, the appearance is beautiful, and the color is in harmony with the building facade; The same building should adopt similar materials, colors and styles;

(2) The anti-theft net should be installed on the inner side of the window sash, and should be a movable fence or at least one movable opening for the safe evacuation of personnel;

(three) balcony, corridor and railing shall not be set up security net. If safety protection is really necessary, you can install an invisible anti-theft net with a steel wire diameter of not more than 2mm, or set a security door or fence at the door frame where it enters and exits.

Sixth new construction, renovation and expansion of buildings need to install anti-theft network, it should be unified with the main project design, construction and acceptance.

Article 7 If the built anti-theft net does not conform to the provisions of Article 5 of these Measures, the subdistrict office and the Town People's Government shall urge the gradual transformation. If it fails to change within the time limit, the subdistrict office and the Town People's Government shall organize the comprehensive law enforcement department of urban management to carry out compulsory rectification or demolition, and the expenses required shall be borne by the parties concerned.

Article 8 Whoever refuses or obstructs government staff from performing their duties according to law shall be punished by the public security organ in accordance with the Law of People's Republic of China (PRC) on Public Security Administration Punishment and other laws and regulations; If a crime is constituted, criminal responsibility shall be investigated according to law.

Article 9 These Measures shall come into force as of the date of promulgation and shall be valid for five years. If the relevant legal basis changes or expires, it shall be evaluated and revised according to the implementation.
