Chapter V of Wuhan Property Management Regulations
(a) damage or unauthorized changes to the bearing structure and main structure of the house;

(5) Stacking inflammable, explosive, toxic, radioactive and other dangerous goods in residential areas, and discharging toxic and harmful substances;
(six) littering, throwing objects at high altitude;
(seven) raising large dogs and other pets prohibited by the state;
(eight) the noise exceeds the prescribed standard, which affects the lighting and ventilation of neighbors;
(nine) other acts prohibited by laws, regulations, rules and management regulations.
When the above-mentioned acts occur in the property management area, the owners' congress, the owners' committee and the relevant owners have the right to require the actors to stop the infringement, eliminate the danger, remove the obstacles, restore to the original state and compensate for the losses according to laws, regulations and management regulations. After the property is delivered for use, the owners and users shall use the property according to the purpose of ownership registration. If the owner needs to change the residence into a business house due to special circumstances, he shall abide by the provisions of laws, regulations, rules and management regulations, obtain the written consent of the interested owners, and hold a hearing when necessary.
In the property management area, the supporting buildings, facilities and equipment built according to the plan shall not change the nature of use. If it is necessary to change the nature of use due to special circumstances, it shall abide by the provisions of laws, regulations, rules and management regulations, obtain the consent of the owners' meeting and interested owners, and go through relevant procedures according to law.
Do not set up catering, processing, entertainment, hotels and other business places that produce oil smoke, noise, odor pollution and potential safety hazards on the ground floor and in residential buildings. Owners or property users who decorate houses shall register with the property service enterprises in advance. The realty service enterprise shall inform the owner or the user of the property of the prohibited acts and precautions in the decoration.
Property service enterprises should strengthen the inspection of decoration safety matters in the property management area, and the owners and property users should cooperate. Parking spaces and garages planned for parking cars in the property management area shall be given priority to the owners by selling, giving away or renting. If the development and construction unit rents out parking spaces and garages to units and individuals outside the property management area after meeting the needs of the owners, the maximum term of each lease contract shall not exceed six months. Rental parking spaces and garages shall be publicized to all owners, and the lease contract shall be submitted to the realty service enterprise for the record, and the owners and the owners' committee shall have the right to inquire.
Owners and property users need to rent unsold parking spaces and garages, which shall be rented by the development and construction unit. The rental fees for ordinary housing, affordable housing, low-rent housing parking spaces and garages are subject to government guidance, while the rental fees for other property parking spaces and garages are subject to market adjustment. Parking spaces for parking cars on roads or other venues owned by owners belong to all owners, and development and construction units may not sell, give away or rent them.
Where parking spaces are set on roads or other venues within the property management area, the setting, management and charging of parking spaces shall be decided by the owners' assembly or by the owners' assembly.
If the owners' meeting decides or the owners * * agree to charge the site rental fee, the site rental fee shall be owned by all owners * * and used to supplement the special maintenance funds or other matters decided by the owners' meeting. The development and construction unit shall undertake the property warranty responsibility in accordance with the warranty period and scope stipulated by the state.
If termite prevention has been implemented in buildings (structures) and planting flowers and trees within the property management area, the termite prevention and control institutions shall conduct regular inspections during the termite prevention and control period, and if ants are found, they shall be killed free of charge. Property management area, water supply, power supply, gas supply, heating, communications, cable television and other professional business units should serve the end users, and charge fees to the end users.
Property service enterprises that accept fees entrusted by professional business units shall not charge the owners fees and other additional fees, but may charge the service fees of professional business units as agreed by both parties.
Professional business units shall not force the realty service enterprise to collect fees, and shall not stop providing services to end users because the realty service enterprise refuses to collect relevant fees. The development and construction units and owners of residential properties, non-residential properties in residential quarters or non-residential properties connected with single residential building structures shall deposit special maintenance funds; Special maintenance funds shall be used for the maintenance, renewal and transformation of * * * used parts and * * * used facilities and equipment after the property warranty period expires.
The establishment of special maintenance funds shall follow the principles of owner-owned, unified deposit, special account storage, owner's decision-making, earmarking and government supervision. The first special maintenance fund shall be deposited by the development and construction unit and the owner in accordance with the following provisions:
(1) The development and construction unit shall deposit it according to the proportion of 1.5% of the total cost of the property (2.5% of the cost if equipped with elevators);
(2) The owner shall deposit the property deposit according to the construction area of the property, and the deposit amount per square meter of construction area shall be 5% of the project cost per square meter.
The Municipal People's Government shall, in accordance with the relevant provisions of the state, formulate specific measures for the deposit, use and management of special maintenance funds. Passages, stairs, roofs and roof terraces are owned by the owners, and it is forbidden for any unit or individual to occupy, dispose of or use them for other purposes.
The use of * * * for business operations shall comply with the provisions of laws, regulations, rules and management regulations, and obtain the consent of the relevant owners and owners' congress. Property should be maintained regularly. When laws, regulations and rules require property maintenance, the owners or other responsible persons shall perform the maintenance obligations in time.
In case of emergency that endangers the use safety of other people's houses or public safety, the realty service enterprise shall promptly notify the owners' committee, and immediately organize emergency repair, update or take emergency preventive measures, and the expenses shall be borne by the relevant responsible person. Due to the needs of property maintenance and pipeline installation, the relevant owners and property users shall not refuse to enter the proprietary part.
When professional business units such as water supply, power supply, gas supply, communication, sanitation and postal services provide services within the property management area, the owners and property service enterprises shall cooperate.
