Rent-free talent room for 2 months, reduce loan interest rate ... Shenzhen introduced 16 measures to support enterprises to tide over the difficulties together.

In order to fight against the novel coronavirus epidemic, this morning (February 8), the Shenzhen Municipal People's Government issued "Several Measures for Shenzhen to Support Enterprises to Overcome the Difficulties in Dealing with the novel coronavirus Epidemic" (hereinafter referred to as "Measures"), exempting public rental housing and talent housing from two-month rent, reducing the proportion of enterprise provident fund deposits, reducing electricity and water charges, and lowering loan interest rates. Support enterprises to overcome difficulties.

Li, chief researcher of Guangdong Housing Policy Research Center, told the National Business Daily that Shenzhen is currently the city most affected by the epidemic, and the introduction of 16 measures will help reduce the impact of the epidemic. The epidemic has had a great impact on foreign population gathering industries such as service industry, catering, finance, public service and domestic service, and this assistance measure has played a positive role in returning to work after the epidemic.

Exempt from two months' rent

The Measures point out that non-state-owned enterprises, scientific research institutions, medical institutions and individual industrial and commercial households that rent properties (including factories, innovative industrial buildings, office buildings, farmers' markets, shops, warehousing and logistics facilities, supporting service buildings, etc.). ) held by state-owned enterprises at the municipal and district levels, free of rent for two months. Non-state-owned enterprises or families (individuals) renting public rental housing and talent housing at the city and district levels are exempt from 2 months' rent. Actively encourage community joint-stock cooperative companies, non-state-owned enterprises and individual owners to refer to the practice of state-owned enterprises to reduce or exempt property rents.

In fact, at the briefing on the epidemic prevention and control of state-owned enterprises in Shenzhen held on February 4th, the State-owned Assets Supervision and Administration Commission of Shenzhen announced that it would adhere to the decision-making arrangements of the municipal government, and it was planned to exempt the tenants of science parks, non-governmental organizations and non-state-owned enterprises owned by state-owned enterprises in Shenzhen from two months' rent, and the reduction period was from February 1 day to March 3 1 day. Calculated in two months, the above-mentioned * * * assistance amount is about 900 million yuan.

Liu Jin, the founder of a startup company in Shenzhen, told the National Business Daily that he has been paying attention to the policy of rent-free, but his company rented a company property in Jingdi Building in Futian District, which is no longer within the scope of rent reduction. I have communicated with the chartering company about rent reduction before, and the other party has difficulty in replying to them. I hope to understand.

According to Liu Jin, his company's office area is about 200 square meters, and the monthly rent and property fee is about 40,000 yuan. At present, the application materials for returning to work in February 10 are being prepared, and materials such as masks and disinfectant are purchased, hoping to start work as soon as the epidemic situation is controlled.

According to the Southern Metropolis Daily, Longgang District of Shenzhen issued a policy on June 30, and 65,438 enterprises in the leased area were rent-free for one month. From February 1 to February 29th, 2020, it is estimated that the total amount of relief will be nearly 60 million yuan, benefiting 930 enterprises whose properties belong to state-owned enterprises and involve leasing. Since then, on February 4th, Happiness Futian (WeChat, Propaganda Department of Futian District Committee) announced that the Futian District Government and state-owned enterprises in the district will reduce the rent of eligible tenants by 50% in June 5438+ 10, free in February and 50% in March.

In addition, the "Measures" also stipulates that enterprises that are affected by the epidemic and have real difficulties in paying housing provident fund may apply to reduce the proportion of housing provident fund payment to 3% according to law, and the period shall not exceed 12 months; Or apply for deferred payment of housing provident fund for a period not exceeding 12 months. If the employer fails to pay the enterprise social security fee on time, it can postpone payment within 3 months after the end of the epidemic, and no late payment fee will be charged during the period.

On February 7, the Guangdong Provincial Department of Housing and Urban-Rural Development made it clear that units and individuals who failed to pay the provident fund business on time during the epidemic period can pay back within 3 months after the epidemic is lifted, and seriously affected enterprises can postpone the payment of housing provident fund.

The reporter found that according to incomplete statistics, while doing a good job in epidemic prevention and control, Beijing, Shanghai, Guangdong, Hebei, Shandong, Jiangxi, Hainan, Chongqing, Heilongjiang, Liaoning, Zhejiang, Fujian, Jiangsu and other places have all introduced measures to support and help SMEs tide over the difficulties.

On February 2nd, Suzhou issued "Ten Policy Opinions on Coping with Pneumonia in novel coronavirus and Supporting Small and Medium-sized Enterprises to tide over the difficulties", which clearly reduced the rent of small and medium-sized enterprises. Small and medium-sized enterprises that lease state-owned assets for operation are exempt from paying 1 month rent, and are charged 2 months rent at half. For renting other business premises, the owner (landlord) is encouraged to reduce the rent for the tenant, which shall be settled by both parties through consultation.

Yan Yuejin, a financial commentator, pointed out to the reporter of National Business Daily that the rent-free property policy reflects the orientation of all-round rent reduction and exemption, and its operation mode is relatively flexible. Among them, state-owned real estate must realize the orientation of rent reduction and rent-free, while individual housing is encouraged and advocated.

Reduce the loan interest rate

In view of the difficulties and expensive financing faced by enterprises at present, the Measures stipulate that all banking institutions are encouraged to appropriately reduce loan interest rates and handling fees, and the comprehensive financing cost of newly issued inclusive small and micro enterprise loans is reduced by 0.5 percentage points compared with 20 19 years. During the epidemic prevention and control period, the guarantee fee of policy financing guarantee institutions will be reduced by 30%, and certain guarantee fee subsidies will be given to other qualified cooperative guarantee institutions. Government financing re-guarantee institutions are exempted from re-guarantee fees throughout the year, and guarantee institutions are encouraged to implement "on-demand loans" for loan projects recommended by qualified cooperative banks.

In addition, in order to increase the support of industrial funds, Shenzhen will arrange 10% of municipal industrial special funds to focus on loan interest subsidies. For the new loans obtained from banks and other financial institutions during the epidemic prevention and control period (the extension period is regarded as new), the maximum discount support of 1 10,000 yuan will be given according to 50% of the actual interest paid, and the discount period will not exceed 6 months.

In fact, in order to ensure the employment of employees, Shenzhen will refund 50% of the unemployment insurance premium actually paid by the enterprises in the previous year to the insured enterprises that have not laid off employees or laid off fewer employees during the epidemic prevention and control period. For the insured enterprises that have difficulties in production and operation and insist on not laying off employees or laying off fewer employees, 25% of the social insurance premiums paid by the enterprises and their employees in the previous year will be refunded.

It is worth noting that in order to encourage relevant enterprises to organize production at full capacity and ensure the supply of epidemic prevention materials, the Measures clearly point out that the epidemic prevention materials produced during the epidemic period will be uniformly purchased by the government after the epidemic.

Wang Jun, chief economist of Zhongyuan Bank, said in an interview with the reporter of National Business Daily that in addition to local government policies and measures, SMEs themselves should also focus on market-oriented means, actively seek more ways to save themselves, shrink offline business and operating costs as soon as possible, and control unnecessary cash expenditures; Actively develop online business, expand income sources, and strive to transform into non-contact economy and residential economy by means of innovative technology; Optimize supply chain management and seek the support of upstream and downstream enterprises in the supply chain.
