In view of the new media access to real estate, the Proposal suggests that property service enterprises should set up domestic waste classification clauses when formulating property service agreements, and restrict and standardize the owners to correctly classify and put in garbage through contractual agreements.

The "Proposal" proposes that property service enterprises should incorporate the classification of domestic waste into the scope of property services, and the expenses involved in garbage classification should be included in the composition of property service fees. For residential quarters with high classification accuracy, residents' awareness rate and participation rate, the property service fee can be adjusted in accordance with the relevant provisions of the Measures for the Administration of Property Fees in Hunan Province; Do not have the conditions to adjust the property service fee, the domestic waste classification service fee can be collected from the public income of the property community under the supervision of the streets and communities.

The plan emphasizes that the development of domestic waste classification of property service enterprises should be regarded as an important basis for enterprise credit rating, and disciplinary measures such as interview, informed criticism and exposure should be taken for property service enterprises and project leaders who do not cooperate with waste classification, and measures such as restricting participation in bidding for property service projects and canceling priority qualifications should be taken according to the seriousness of the case.
