Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of relevant national and provincial laws and regulations and in the light of the actual situation of this Municipality in order to strengthen the comprehensive urban management, standardize the comprehensive law enforcement behavior, improve the service level of urban public utilities and build a civilized and livable city. Article 2 These Regulations shall apply to the urban built-up areas within the administrative area of this Municipality and other areas (development zones) determined by the people's governments of cities and counties (districts) to implement comprehensive urban management.

City, county (District) people's government shall announce to the public the determination and adjustment of other areas within its jurisdiction that implement comprehensive urban management through the government website. Article 3 The term "comprehensive urban management" as mentioned in these Regulations refers to the activities of the municipal and county (District) people's governments and relevant departments in providing services and managing public affairs and order such as urban infrastructure, city appearance and environment, environmental protection, landscaping, public waters, etc. Article 4 Comprehensive urban management shall follow the principles of people-oriented, service-oriented, management according to law and public participation. Article 5 The Municipal People's Government shall formulate the objectives of urban comprehensive management and establish a working mechanism of interactive linkage and coordinated management. The municipal people's government shall clarify the management responsibilities and take the lead in the responsible department for the problems with unclear responsibilities or involving the management responsibilities of multiple departments in the comprehensive management of the city.

County (District) people's government is responsible for leading, organizing and coordinating all departments at the same level, street offices, township people's governments and relevant units to carry out comprehensive urban management.

Sub-district offices and Township People's governments are responsible for organizing and implementing the specific work of comprehensive urban management within their respective jurisdictions, and guiding and urging neighborhood (village) committees and relevant units to participate in comprehensive urban management. Sixth city and county (District) urban management department is the competent department of city comprehensive management at the same level, and shall perform the following duties according to the provisions of these regulations:

(a) to organize the preparation of urban comprehensive management work plan, implementation plan and assessment standards, and organize the implementation after approval by the people's government at the corresponding level;

(two) to guide, coordinate and supervise the relevant departments of urban comprehensive management at the corresponding level to carry out urban comprehensive management;

(three) to organize the assessment of the comprehensive management of the city at the corresponding level;

(four) the exercise of relatively centralized urban management administrative punishment; Seventh natural resources, housing and urban construction, public security, civil affairs, ecological environment, transportation, water affairs, commerce, culture, radio and television, tourism, market supervision and management and other relevant departments of urban comprehensive management shall perform their duties of urban comprehensive management within their respective scope of work.

Water supply, power supply, gas supply, postal services, communications and public transport units shall provide public services within their respective business scope, undertake the responsibility of facility maintenance, and cooperate with the comprehensive urban management. Eighth residents' committees should improve the community (village) public service facilities, formulate and implement the residents' articles of association. , enhance the autonomy function of the community (village) in the comprehensive urban management, and guide the residents of the community (village) to participate in the comprehensive urban management activities.

Citizens, legal persons or other organizations can participate in comprehensive urban management activities by participating in voluntary service activities, making criticisms and suggestions. Chapter II Administration of City Appearance and Environmental Sanitation Article 9 The administration of city appearance and environmental sanitation adopts the system of responsibility area, and the responsible person is responsible for the administration of city appearance and environmental sanitation within the responsibility area. The specific division of responsibility areas is as follows:

(a) primary and secondary roads, bridges, public squares, footbridges or underground passages and other urban public areas, by the city appearance and environmental sanitation administrative departments to organize professional units responsible for.

Where the owners, users and managers of roads, buildings, structures or other facilities and places agree on relevant responsibilities, the responsible person shall be determined according to the agreed contents.

The person responsible for city appearance and environmental sanitation may entrust the relevant professional units or others to undertake the specific work in the area of responsibility for compensation.
