If the elevator is scrapped, the elevator use management unit shall go through the cancellation registration formalities with the special equipment safety supervision and management department within 30 days.

Within the validity period of the elevator use sign, if the use sign is damaged, lost or the relevant information changes, the use management unit shall apply to the special equipment inspection agency for a new elevator use sign; If the maintenance unit is changed, the use management unit shall apply for a new elevator use sign with the maintenance contract within 15 days from the date of the maintenance unit change.

(five) if it is found that there are hidden dangers in elevator operation and it is necessary to stop using it, it shall decide to stop using it and report to the person in charge of the unit immediately;

(six) after receiving the fault alarm, immediately rushed to the scene to organize the implementation of rescue, do not have the ability of emergency rescue, it should immediately notify the elevator maintenance unit to rush to the scene to implement rescue.

Chapter V Inspection and Safety Evaluation

Chapter VI Supervision and Administration

Article 39 After an elevator accident occurs, the user management unit shall organize risk removal and rescue, protect the scene of the accident, and report to the district special equipment safety supervision and management department and other relevant departments in time. After receiving the elevator accident report, the district special equipment safety supervision and management department shall immediately rush to the scene to verify the situation and report it according to the regulations.

The municipal special equipment safety supervision and management department shall, in accordance with the law, jointly investigate the general accidents with the supervision, public security and other organs and trade unions, and report the investigation report to the Municipal People's government. The handling of major accidents shall be carried out in accordance with relevant state regulations.

Chapter VII Legal Liability

Article 49 If an elevator maintenance unit violates the provisions of Item 4, Item 5 and Item 6 of Article 27 of these Measures, the district special equipment safety supervision and management department shall order it to make corrections within a time limit and impose a fine of 6,543,800 yuan and 20,000 yuan.

Fiftieth elevator maintenance units in violation of the provisions of article thirtieth of these measures, the municipal special equipment safety supervision and management department shall order them to make corrections within a time limit; If no correction is made within the time limit, a fine ranging from 1000 yuan to 5,000 yuan shall be imposed.

Fifty-second in violation of the provisions of these measures, special equipment safety supervision and other administrative departments and their staff have one of the following acts, by the higher authorities or supervisory organs to the directly responsible person in charge and other directly responsible personnel shall be punished according to law:

(1) Renovation refers to the activity of changing the main stress structure, mechanism (transmission system) or control system of the original elevator through replacement, adjustment and installation, which leads to the change of elevator performance parameters and technical indicators.

(2) Repair refers to the activities of replacing the original parts with new parts or disassembling, processing and repairing the original parts without changing the original performance parameters and technical indexes of the elevator. The specific scope is determined in accordance with the relevant provisions of the state.

(3) Daily maintenance refers to the activities of cleaning, lubricating, inspecting, adjusting and replacing wearing parts of elevators in order to ensure that the elevators meet the requirements of corresponding safety technical specifications and standards.

(4) Elevator failure refers to the event that the specified function is lost or the safety is endangered for some reason during the use of the elevator, such as the abnormal action of the control system or electromechanical components of the elevator and the action of the safety protection device, which leads to the elevator stopping, being trapped, rushing to the top, squatting, etc.

(5) Safety evaluation refers to the activity that the evaluation institution accepts the entrustment of the entrusting party, analyzes and evaluates the risks existing in one or more links such as equipment ontology, use management and daily maintenance, and puts forward reasonable and feasible safety countermeasures for the purpose of realizing elevator safety.

Article 54 These Measures shall come into force on March 1 day, 2065.
