Notice of Qingdao Municipal People's Government on Printing and Distributing the Provisions of Qingdao Municipality on the Administration of Social Full-time Fire Fighting Organizations

Article 1 In order to strengthen the construction and management of social full-time fire-fighting organizations and ensure the fire safety of enterprises, institutions, towns and communities, these Provisions are formulated in accordance with the provisions of the Fire Protection Law of People's Republic of China (PRC) and the Regulations of Shandong Province on Fire Protection, and combined with the actual situation of this Municipality. Article 2 The term "social full-time fire fighting organizations" as mentioned in these Provisions refers to the professional fire fighting teams established by enterprises, institutions, towns (villages) and sub-district offices. Article 3 These Provisions shall apply to the administrative areas of this Municipality. Fourth public security fire control institutions shall be responsible for the professional guidance of social full-time fire control organizations within their respective jurisdictions. Article 5 Full-time social fire control organizations must implement the policy of "putting prevention first and combining prevention with fire fighting", do a good job in fire prevention and fighting in their own areas of responsibility, cooperate with public security fire brigades in fighting fires outside their areas of responsibility, and participate in other emergency rescue work. Article 6 The establishment or revocation of social full-time fire control organizations must be approved by the municipal public security fire control institutions.

Firefighters of social full-time fire control organizations shall be trained by public security fire control institutions and hold posts with certificates after obtaining post certificates. Seventh towns and villages with an annual gross national product of 1 100 million yuan or more, and large and medium-sized enterprises with greater fire risk or far away from urban fire stations shall establish social full-time fire control organizations. Eighth social full-time fire organization barracks facilities, by the establishment of the unit according to the actual situation, with reference to the provisions of the "standards" for the construction of urban fire stations.

The fire-fighting vehicles, equipment and equipment of social full-time fire-fighting organizations shall be equipped by the establishment unit in accordance with the provisions of the "Standards for the Construction of Urban Fire Stations" and reported to the public security fire-fighting institutions for the record. Article 9 Full-time social fire control organizations shall establish a fire prevention responsibility system, conduct regular fire prevention inspections in the responsible areas, urge the elimination of fire hazards, and establish fire prevention files. Found in violation of fire laws, regulations and rules, it shall promptly put forward rectification opinions.

Full-time social fire control organizations implement the system of day and night duty, and strengthen duty in special periods. The personnel on duty must stick to their posts and must not leave their posts without permission. Tenth social full-time fire control organizations should carry out fire control publicity activities, popularize fire control knowledge, and inspect and supervise the implementation of fire control safety system. Eleventh in the area of responsibility to change the nature of material production, storage and new construction, expansion and reconstruction projects, social full-time fire control organizations shall put forward opinions and suggestions to the unit leaders and relevant departments to ensure fire safety measures. Twelfth social full-time fire control organizations should organize firefighters to be familiar with the roads, fire water sources and key fire control units in their respective jurisdictions, and establish necessary business basic data files. Thirteenth social full-time fire organizations on duty, fire fighting, emergency rescue, business training, with reference to the "Regulations" and "public security fire brigade training program" provisions.

Social full-time fire control organizations shall organize firefighters to strengthen the training of fire fighting tactics and techniques, formulate fire fighting plans for key units in the responsible areas, and organize the implementation of drills according to the actual situation. Fourteenth social full-time fire control organizations shall immediately organize the rectification of fires in their responsible areas and report to the public security fire control institutions.

Personnel, vehicles, equipment and equipment of social full-time fire control organizations shall obey the unified dispatch and command of municipal public security fire control institutions in fire fighting, emergency rescue and fire control activities in the whole city. Fifteenth social full-time fire organization personnel casualty insurance and disability insurance shall be handled by the unit.

Full-time social fire control organization personnel are injured, disabled or killed in business training, fire fighting and rescue, and shall be handled in accordance with the provisions of labor insurance or compensation for casualties. Those who meet the requirements of revolutionary martyrs may declare revolutionary martyrs in accordance with the provisions of the Regulations on the Commendation of Revolutionary Martyrs. Sixteenth social full-time fire control organizations to fight fires or participate in other emergency rescue costs, such as fuel, fire extinguishing agent, equipment and other expenses, by the accident unit in accordance with the provisions of compensation. Seventeenth problems in the specific implementation of these Provisions shall be interpreted by the Qingdao Municipal Public Security Bureau. Eighteenth the provisions shall come into force as of the date of promulgation.
