Chapter I General Provisions Article 1 In order to reduce and avoid casualties caused by typhoons, rainstorms, storm surges, floods and their secondary disasters (hereinafter referred to as flood disasters), these Measures are formulated in accordance with the Flood Control Law of People's Republic of China (PRC), the Flood Control Regulations of People's Republic of China (PRC) and the Flood Control, Typhoon Prevention and Drought Relief Regulations of Zhejiang Province, combined with the actual situation of this province. Article 2 These Measures shall apply to the evacuation of flood control and typhoon prevention personnel within the administrative area of this province (hereinafter referred to as evacuation). Article 3 Personnel transfer shall follow the principles of graded responsibility, territorial management and scientific rationality. Fourth people's governments at or above the county level shall lead the transfer of talents within their respective administrative areas. The flood control and drought relief headquarters of the people's governments at or above the county level shall be responsible for the organization, coordination and guidance of personnel transfer.

The township (town) people's government and sub-district offices are specifically responsible for the implementation of personnel transfer within their respective jurisdictions. The village (neighborhood) committee shall assist in personnel transfer.

Water conservancy, meteorology, civil affairs, land and resources, marine and fishery, transportation, maritime affairs, construction, economy and trade, public security, health, education, tourism and other relevant departments shall do a good job in personnel transfer according to the division of responsibilities.

Enterprises, institutions and other social organizations (hereinafter referred to as enterprises and institutions) are responsible for the transfer of personnel in their own units.

Personnel transfer work should be clear about the personnel responsible for personnel transfer and implement the corresponding responsibility system. Chapter II Prevention and Early Warning Article 5 People's governments at all levels, village (neighborhood) committees, enterprises and institutions in areas prone to floods and typhoons (hereinafter referred to as disaster-stricken areas) shall organize the preparation of personnel transfer plans according to the flood control and typhoon prevention plans and make an announcement. Article 6 People's governments at or above the county level shall organize civil affairs, construction and other relevant departments to determine disaster avoidance and emergency resettlement places for relocated personnel according to the flood control and typhoon prevention plans and personnel transfer plans, and make an announcement to the public.

The people's governments at or above the county level or their designated departments shall regularly organize inspections and safety assessments, and strengthen the maintenance and management of emergency shelters. Article 7 People's governments at all levels and relevant departments shall strengthen the publicity of laws and regulations on flood control and typhoon prevention, organize personnel transfer drills, popularize knowledge of flood control and typhoon prevention, and improve public awareness of disaster prevention and mitigation and self-help ability.

Personnel transfer subsidy funds into the fiscal budget at the same level. Eighth meteorological, marine and fishery departments should strengthen flood disaster forecasting and provide timely forecast information to the local people's government and relevant departments. Ninth hydrological institutions should strengthen the real-time monitoring of water and rain conditions and flood forecasting, and timely submit monitoring and forecasting information to the flood control and drought relief headquarters at the same level. Tenth water administrative departments should strengthen the safety management, supervision and inspection of water conservancy projects such as reservoirs.

The water conservancy project management unit shall organize safety appraisal and safety inspection in accordance with the provisions; For water conservancy projects that may be in danger, corresponding measures shall be taken in accordance with relevant regulations, and timely report to the local flood control and drought relief headquarters and the water administrative department. Eleventh flood control and drought relief headquarters at all levels shall, in accordance with the relevant provisions of the "People's Republic of China (PRC) Flood Control Law", scientifically dispatch floods and timely issue flood warnings to the affected areas; If water conservancy projects such as reservoirs need flood discharge, it shall be announced to the public in advance. Twelfth administrative departments of land and resources should strengthen the monitoring of geological disasters, determine and publish the hidden dangers of geological disasters, and issue disaster prevention cards to households (including units) threatened by geological disasters, and guide households to do a good job in disaster prevention and avoidance. Thirteenth transportation, maritime, marine and fishery administrative departments shall, according to their respective functions and duties, strengthen the dynamic management of ships, master the ship information, and do a good job in the organization, guidance, publicity and training of ship shelter. Article 14 When there are signs or dangers of geological disasters in flood control projects, the local people's governments and their relevant departments shall send early warning information to the affected areas in a timely manner through radio, television, telephone, short messages, internet and alarm. Chapter III Organization and Implementation Article 15 When the meteorological department predicts that the typhoon will land or seriously affect its administrative area, and the marine and fishery department predicts that the storm surge disaster will seriously affect its administrative area, the following personnel and ships in the affected area shall move within the specified time:

(a) the ship shall enter the port in time to avoid the wind, and if it cannot enter the port in time to avoid the wind, it shall move to other safe areas and report to the competent department of the port of registry in time, and the fishing boat shall also report to the township (town) people's government of the port of registry;

(2) All ship personnel entering the harbor to take shelter from the wind, except the typhoon (tidal) operators, should go ashore to take shelter from the wind. When the typhoon will seriously endanger the safety of the ship, all the people on board should go ashore to take shelter from the wind;

(3) All tourists in coastal and island tourist areas, bathing beaches and other places of leisure and entertainment at sea;

(4) All persons who may encounter danger outside and inside the seawall;

(five) people living in buildings with low wind resistance, such as simple houses, sheds and windward houses, and people near structures and high-altitude facilities that are easily blown down by strong winds;

(six) other personnel who need to be transferred according to the actual situation.
