Our community has implemented autonomy and has not signed a contract. What is the nature of the property that comes in?

Community autonomy shows that the owners' committee has been set up in the community. Although the property is a legal management unit, it must sign an agreement and a letter of commitment with the owners' Committee. If the property refuses to sign the agreement, it can report to the property management office of the local Housing and Construction Bureau.
