Exempt from two months' rent

The Measures point out that non-state-owned enterprises, scientific research institutions, medical institutions and individual industrial and commercial households that rent properties (including factories, innovative industrial buildings, office buildings, farmers' markets, shops, warehousing and logistics facilities, supporting service buildings, etc.). ) held by state-owned enterprises at the municipal and district levels, free of rent for two months. Non-state-owned enterprises or families (individuals) renting public rental housing and talent housing at the city and district levels are exempt from 2 months' rent. Actively encourage community joint-stock cooperative companies, non-state-owned enterprises and individual owners to refer to the practice of state-owned enterprises to reduce or exempt property rents.

In addition, the "Measures" also stipulates that enterprises that are affected by the epidemic and have real difficulties in paying housing provident fund may apply to reduce the proportion of housing provident fund payment to 3% according to law, and the period shall not exceed 12 months; Or apply for deferred payment of housing provident fund for a period not exceeding 12 months. If the employer fails to pay the enterprise social security fee on time, it can postpone payment within 3 months after the end of the epidemic, and no late payment fee will be charged during the period.

On February 7, the Guangdong Provincial Department of Housing and Urban-Rural Development made it clear that units and individuals who failed to pay the provident fund business on time during the epidemic period can pay back within 3 months after the outbreak was lifted, and seriously affected enterprises can postpone the payment of housing provident fund.

The reporter found that according to incomplete statistics, while doing a good job in epidemic prevention and control, Beijing, Shanghai, Guangdong, Hebei, Shandong, Jiangxi, Hainan, Chongqing, Heilongjiang, Liaoning, Zhejiang, Fujian, Jiangsu and other places have all introduced measures to support and help SMEs tide over the difficulties.

For renting other business premises, the owner (landlord) is encouraged to reduce the rent for the tenant, which shall be settled by both parties through consultation.

Yan Yuejin, a financial commentator, pointed out to the reporter of National Business Daily that the rent-free property policy reflects the orientation of all-round rent reduction and exemption, and its operation mode is relatively flexible. Among them, state-owned real estate must realize the orientation of rent reduction and rent-free, while individual housing is encouraged and advocated.

Reduce the loan interest rate

In view of the difficulties and expensive financing faced by enterprises at present, the Measures stipulate that all banking institutions are encouraged to appropriately reduce loan interest rates and handling fees, and the comprehensive financing cost of newly issued inclusive small and micro enterprise loans is reduced by 0.5 percentage points compared with 20 19 years. During the epidemic prevention and control period, the guarantee fee of policy financing guarantee institutions will be reduced by 30%, and certain guarantee fee subsidies will be given to other qualified cooperative guarantee institutions. Government financing re-guarantee institutions are exempted from re-guarantee fees throughout the year, and guarantee institutions are encouraged to implement "on-demand loans" for loan projects recommended by qualified cooperative banks.

In addition, in order to increase the support of industrial funds, Shenzhen will arrange 10% of municipal industrial special funds to focus on loan interest subsidies. For the new loans obtained from banks and other financial institutions during the epidemic prevention and control period (the extension period is regarded as new), the maximum discount support of 1 10,000 yuan will be given according to 50% of the actual interest paid, and the discount period will not exceed 6 months.

In fact, in order to ensure the employment of employees, Shenzhen will refund 50% of the unemployment insurance premium actually paid by the enterprises in the previous year to the insured enterprises that have not laid off employees or laid off fewer employees during the epidemic prevention and control period. For the insured enterprises that have difficulties in production and operation and insist on not laying off employees or laying off fewer employees, 25% of the social insurance premiums paid by the enterprises and their employees in the previous year will be refunded.

It is worth noting that in order to encourage relevant enterprises to organize production at full capacity and ensure the supply of epidemic prevention materials, the Measures clearly point out that the epidemic prevention materials produced during the epidemic period will be uniformly purchased by the government after the epidemic.
