Measures of Hangzhou Municipality on the Administration of Urban Rail Transit Operation

Chapter I General Provisions Article 1 In order to standardize the operation and management of urban rail transit, ensure the safe operation of urban rail transit and safeguard the legitimate rights and interests of passengers, these Measures are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Measures shall apply to the operation and related management activities of urban rail transit within the administrative area of Hangzhou. Article 3 The term "urban rail transit" as mentioned in these Measures refers to urban rail public passenger transport systems such as subways and light rails.

The term "urban rail transit facilities" as mentioned in these Measures refers to tracks, tunnels, elevated roads (including bridges), stations (including entrances and exits, passages), ventilation kiosks, trains, station facilities, rolling stock depots, electromechanical equipment, power supply systems, communication signal systems and other facilities. It is set to ensure the normal and safe operation of urban rail transit system. Article 4 The operation and management of urban rail transit shall follow the principles of unified planning, safe operation, standardized service, high efficiency and convenience. Article 5 The municipal transportation administrative department is the administrative department in charge of urban rail transit operation, responsible for organizing the implementation, supervision and inspection of these Measures, and performing the following duties:

(a) to organize the formulation and promulgation of urban rail transit operation service standards and passenger codes;

(two) to supervise and inspect the service quality, traffic safety and station capacity order of urban rail transit operating units (hereinafter referred to as operating units), and issue annual operation evaluation reports;

(3) Organizing the formulation and implementation of emergency plans for urban rail transit operation;

(four) to accept public complaints about the service quality of operating units, and investigate and deal with illegal acts in the operation and management of urban rail transit according to law;

(five) other duties as prescribed by relevant laws, regulations and rules.

Entrusted by the municipal transportation administrative department, the municipal urban rail transit operation management institution is responsible for the supervision and management of urban rail transit operation.

Urban and rural planning, construction, safety supervision, public security, fire protection, sanitation, price, urban management and other relevant administrative departments shall, according to their respective functions and duties, coordinate in the supervision and management of urban rail transit operation in this Municipality.

The district and county (city) people's governments along the urban rail transit shall cooperate with the implementation of these measures, undertake the responsibility of safety publicity and education, and assist in organizing emergency rescue. Article 6 Operating units shall be determined by the Municipal People's Government according to law. For franchised urban rail transit projects, a franchise agreement shall be signed with the franchise unit to further clarify the rights and obligations of both parties.

Operating units shall provide safe, continuous and convenient operation services and perform the following duties:

(a) responsible for the operation and safety management of urban rail transit, establish and improve the responsibility system for safe operation, formulate rules and regulations for safe operation, operating procedures and service standards for main posts, and organize their implementation;

(two) to ensure the order of operation and provide safe and convenient passenger service for passengers in accordance with the operational service standards;

(three) in accordance with the requirements of industry standards and technical specifications, regular maintenance of urban rail transit facilities, to ensure that the operating conditions of urban rail transit facilities meet the design standards and meet the requirements of safe, stable and uninterrupted operation;

(four) to ensure the normal use of public service facilities in the station, and to maintain the environmental sanitation of the station and the train;

(five) to formulate and organize the implementation of various special emergency plans;

(six) the establishment of safe operation risk assessment and hidden danger investigation system, to ensure the operating conditions;

(seven) other duties as prescribed by relevant laws and regulations.

Operating units and their staff shall stop acts that endanger the operation safety of urban rail transit, hinder the operation service or disrupt the operation order, and assist the relevant administrative departments to deal with them according to law. Chapter II Operation Management Article 7 After the completion of the urban rail transit project, the construction unit shall conduct a preliminary inspection of the project; If the preliminary inspection is qualified, the construction unit shall conduct comprehensive debugging and safety inspection of the urban rail transit facilities, and after approval by the Municipal People's Government, organize trial operation in conjunction with the operating units. The trial operation period shall not be less than 3 months, and passengers shall not be allowed during the trial operation. Article 8 Before the trial operation of the urban rail transit project, the Municipal People's Government shall organize the relevant administrative departments and construction units to carry out the acceptance of the project quality, fire protection, safety, civil air defense, sanitation, environmental protection, power supply and archives. Those who pass the inspection shall be organized to review the basic conditions for trial operation in accordance with the relevant provisions of the state. Upon examination, it meets the basic conditions for trial operation, and with the approval of the Municipal People's Government, the operating unit will carry out trial operation for not less than 1 year.

During the trial operation, the operating unit shall, in accordance with the design standards and technical specifications, conduct safety monitoring and comprehensive debugging on the operation and operation of urban rail transit facilities. After acceptance, and the urban rail transit facilities maintain normal and stable operation during the trial operation, they can be put into formal operation. The operating unit shall file with the municipal transportation administrative department 30 days before it is officially put into operation. Article 10 An operating unit shall set up various signs and signs to ensure the safe operation of urban rail transit, such as guidance, evacuation, prompting, warning, traffic restriction and prohibition, at eye-catching positions along the urban rail transit, platforms, station halls, elevators, passages, entrances and exits, ventilation kiosks, trains and other operating places. The owners and users of surrounding properties shall cooperate.

Operating units should be equipped with fire fighting, explosion-proof, anti-terrorism, alarm, rescue, evacuation lighting, escape, protective monitoring and other equipment in stations and trains, and regularly check, maintain and update them to ensure that they are in good condition and effective.
