Following the preliminary work of the planning adjustment of the five major plates of the east and south banks of Dianchi Lake, Kunming recently issued the Announcement on Planning Compilation and Purchase of the West and North Banks of Dianchi Lake, which plans to adjust the planning of nine major plates around Yunnan, with an area of about 70,000 mu, and rectify the "development around the lake" and "development along the line" from the planning source.

On August 18, Kunming Municipal Bureau of Natural Resources and Planning issued the plan of "Planning and Renovation of the West Bank and the North Bank of the Jordan River around Dianchi Lake" to prepare a special fund purchase service plan. The planned investment is 1.96 million yuan, and relevant units are selected to organize and prepare the regional planning for the west and north shores of Dianchi Lake. It mainly involves four plates, namely, Haikou area on the west bank of Dianchi Lake, northern part of Dianchi Lake, Caohai area and ridge area of resort, with a total area of about 2 187 hectares (about 32,800 mu), of which the construction land area is about 1875 hectares.

According to the procurement plan, the contractor needs to complete seven tasks, including sorting out the regulatory detailed planning of the area near Dianchi Lake, and completing the demolition, modification and retention of the analysis base map in combination with the requirements of ecological function construction around Dianchi Lake.

As early as July 29th and August 6th, Kunming issued a number of tender notices for Dianchi Lake basin planning, and planned to adjust the planning of the Three Peninsula, Dounan, the fishing area of the resort, the ancient Yunnan in Jinning and the Greater Bay Area in Jinning, with a scope of * * * 2,533 hectares.

Together with this purchase plan, about 4,720 hectares (about 70,800 mu) of the nine major plates along the Dianchi Lake will be planned and adjusted, covering most areas of the Dianchi Lake Basin.

In fact, on May 24 this year, the Kunming Municipal Bureau of Natural Resources and Planning issued the Notice on Suspending the Approval of Some Plots Around Dianchi Lake, saying that according to the feedback from the Central Environmental Protection Inspector Group, in order to avoid the phenomenon of "hanging line development" around Dianchi Lake, the approval of some plots around Dianchi Lake was suspended.

"A large real estate project"

It is worth mentioning that Caohai, the ridge of the resort and Gudian, which are about to undergo planning adjustment, are all hot areas of real estate development in Kunming in recent years.

Especially Caohai area, as an important part of Dianchi Lake, has risen rapidly in recent years, reshaping the territory of Kunming's "rich area". Since 20 15, 42 plots have been developed and constructed, covering an area of 2,463 mu and a construction area of 4.759 million square meters.

In particular, Caohai No.5 plot can be called a "large-scale real estate project". Several projects in this plot started construction at the same time, with a total area of 900,000 square meters, of which 400,000 square meters was to solve the housing problem of more than 5,000 aborigines in Plot 5. If the other two projects are completed, the 25-kilometer Caohai shoreline real estate development will achieve "full coverage" along the lake.

According to the Announcement on the Delimitation Scheme of the Classified Protection Scope of Dianchi Lake issued by the Kunming Municipal People's Government on 2015+0/7, the specific scope of the first, second and third class protection areas of Dianchi Lake, the roads around the lake and the boundary line between Dianchi Lake and mountains are specified in detail.

Among them, the first-class protected area refers to the area where Dianchi Lake waters and protected boundary markers extend horizontally within 100 meters, but the protected boundary markers are outside the highway around the lake (without water on the bridge) and the boundary is the kerb line within the highway around the lake. Suspected non-Dianchi protection projects in the first-class protection line include Peixing East Coast Golf Course, Lakeside Villa Group in Longmen Section of Gaohai Road, Lakeside Villa Group in Binhu Peninsula, and Nuoshida Shuijun House, Yunnan Ancient City, which was previously named by the Central Environmental Protection Inspector Group, fine wetland related facilities and Gudian Wharf.

Dianchi secondary protection zone refers to the forbidden construction zone and restricted construction zone determined by urban and rural planning from the first-class protection zone to Dianchi mountain area, and within 50 meters along the surface level on both sides of the main rivers entering the lake. Including the Changyaoshan villa group in Nuoshida, the ancient city of Yunnan, and the Wuyun Village complex in the future city.

The third-class protected area refers to the area outside the first-class and second-class protected areas within the Dianchi Lake Basin. Suspected "line construction" projects in the third-level protection zone (all "line construction" projects in the third-level protection zone of Dianchi Lake shall be strictly controlled according to laws and regulations, and the total amount shall be resolutely reduced to reduce the development intensity). Including Caohai Kunming Lvwen City, Greenland Haipo Lanting, Jindi Haiyun 1, China Railway Nord Shanhai Spring Breeze, Baoneng Dianchi Jiuxi, Huaxia Lantai House, Dongan Yunnan Chengtoushan Bay, Shanhaihui, Blu-ray China Huatian International Resort and Dayu Jinyi Dianchi Lake, Peking University Resources Amethyst House, Caesar Lan Ying Bay, Greenland Dianchi International Health City and Hellenborg Dianchi House.

The Water Affairs Bureau of Chenggong District of Kunming responded after accepting the complaint, saying that the report was "partially true".

Nowadays, the second-class reserves of Changyaoshan and Mianshan in Dianchi Lake, which are filled with concrete, are trying to restore the ecology.

According to the Announcement of Kunming Dianchi Management Bureau on August 12 on Implementing the "Working Group Plan for Ecological Environment Supervision and Rectification of Changyaoshan Dianchi Secondary Protection Zone in Jinning", 542 suites have been rectified in Zone A and Zone B of Lin Yuan, a famous ancient city in Changyaoshan Dianchi Secondary Protection Zone, and the number of commercial housing sales contracts has been cancelled by 32 1, and 282 sets of property ownership certificates have been recovered.

Among them, 47 buildings 144 sets of Lake View Lin Yuan Area B Phase II were completely rectified in May 20021year, and trees were planted on June 4, 20021year.

House prices around Yunnan "dive"

The continuous environmental protection rectification has also ushered in a wave of "diving" in the once strong housing prices around Yunnan, and the ancient city project in Yunnan bears the brunt.
