Residential property belongs to the Housing Authority. The State Council construction administrative department is responsible for the supervision and management of the national property management activities. The real estate administrative departments of local people's governments at or above the county level shall be responsible for the supervision and management of property management activities within their respective administrative areas. The main duties of the Property Management Department of the Housing Authority are to supervise the management and charging of property companies and the registration of property companies, be responsible for drafting the city's property management plans and policies and organizing their implementation, conduct administrative supervision and guidance on property management in residential quarters, review or approve the qualifications of property management enterprises, guide the owners' committee to select property companies and accept complaints from the owners' committee.
