Three, about the management of property service charges

14. Within the building division, water supply, power supply, gas supply, communication, cable TV and other units shall charge relevant fees to the end users. If the realty service enterprise accepts the entrustment to collect the above fees, it may charge the entrusting party a handling fee of not less than 2%, and the specific standards shall be agreed by both parties in the entrustment contract. The realty service enterprise shall not charge additional fees such as handling fees to the owners.

16. After the charging standard is determined, the realty service enterprise shall sign a realty service contract with the owner, and both parties shall perform their respective rights and obligations in strict accordance with the contract. If the owner needs the realty service enterprise to provide special services other than those agreed in the contract, the price shall be determined by both parties through consultation.

17. Before charging, all property companies should apply for the license for charging property services business according to the prescribed time limit, with the approval (filing) form of residential property service charging standards or the approval documents of the competent price department, and implement the bright card charging. Otherwise, the owner or property user has the right to refuse to pay the property service fee.

18, cancel the annual renewal system of the fee permit, and the property service enterprise shall file the financial statements, fee bills, fees and other information of this year with the Business Fee Management Office of the Municipal Development and Reform Commission from next year 1 month to March. If it is not filed within the time limit, the charging license will be invalid.

19. All property service enterprises should increase the transparency of charges and implement sunshine charges. And set up a suggestion book or complaint box for property service charges to listen to the opinions and suggestions of the owners on property services and accept the supervision of the masses.

20. In principle, the property service fee of the property service enterprise is charged on a monthly basis. If the owner agrees, the charging period may be extended and indicated in the contract, but the longest period shall not exceed half a year.

The charging standard of property services of property enterprises is not commensurate with the actual service content, or the charging standard formulated by the government and agreed in the contract is changed without authorization, and the decoration mortgage is collected in various names and not filed with the competent price department in time. And before the property service charges were not approved by the municipal price department, the municipal price department jointly with the real estate administrative department re-approved the property service charges according to the relevant policies and regulations of property management, and punished them according to the Price Law and the Provisions on Penalties for Price Violations. 24.
