Notice on Compensation and Resettlement of the Twelfth Batch of Urban Construction Land in Luoyang 202 1

According to the overall land use planning, the recent urban development boundary and the annual land use plan of Luoyang City, and confirmed by the field investigation organized by Yibin Economic Development Zone Management Committee, it is planned to requisition 35.4406 hectares of collective agricultural land, 5.9236 hectares of construction land and 0.3302 hectares of unused land, accounting for 4 1.6944 hectares. According to the provisions of Article 47 of the Land Administration Law of the People's Republic of China, relevant matters concerning land acquisition compensation and resettlement are hereby notified as follows:

I. Scope of land requisition

1 Plot: Yuquan Street in the east, Xianningzhai Street in the west, Sima Guang Road in the south and Liangcun Road in the north;

Plot No.2: East to An Lan Street, west to Dongji Street, south to the boundary, and north to Keji Avenue;

Plot 3: Guangwu Avenue in the east, Xiaowen Avenue in the west, boundary in the south and boundary in the north;

Plot 4: Tijiazhuang Street in the east, Guangwu Avenue in the west, boundary in the south and boundary in the north;

Plot 5: East to Shiyuan Street, west to Tijiazhuang Street, south to the boundary, and north to the boundary;

Plot 6: Yuquan Street in the east, Xianning Zhai Street in the west, Qing Ji Road in the south and Quanxue Road in the north.

Second, the status quo of land acquisition, land type and area

It is planned to expropriate 9.5603 hectares of collective land of Nan Li community in Licun Town, all of which are agricultural land, including 9.27 13 hectares of cultivated land and 0.2890 hectares of other agricultural land;

It is planned to requisition 9. 1042 hectares of collective land of Shangzhuang community in Licun town, all of which are agricultural land, including 6.2568 hectares of cultivated land, 0.2788 hectares of garden land, 65,438 hectares of woodland +0.7567 hectares, and 0.8165,438 hectares of other agricultural land;

It is planned to requisition 6.7987 hectares of collective land in Xinmin Village of Licun Town, including 2.3335 hectares of agricultural land and 4.4652 hectares of construction land;

It is planned to requisition 0.2064 hectares of collective land in Nanzhai Community of Licun Town, all of which are agricultural land, including 0. 1677 hectares of cultivated land and 0.0387 hectares of other agricultural land;

It is planned to expropriate 4.2360 hectares of collective land of Pianqiao Community in Licun Town, including 2.65 1 1 hectare of agricultural land, 0.4584 hectare of construction land and 0. 1.265 hectare of unused land;

It is planned to requisition 7.23 10 hectares of collective land in Youzhao community of Licun town, including 7.0273 hectares of agricultural land and 0.2037 hectares of unused land;

It is planned to requisition 3.5760 hectares of collective land of Liangcun community in Zhuge Town, all of which are agricultural land, including 3.0497 hectares of cultivated land and 0.5263 hectares of other agricultural land;

It is planned to requisition 0.98 18 hectares of collective land in Fanglou community of Zhuge Town, all of which are agricultural land, including 0.8945 hectares of cultivated land and 0.0873 hectares of other agricultural land.

Three. Purpose of land requisition

After approval, the land will be used for residence, scientific research and transportation.

Fourth, the compensation standard for land acquisition.

The compensation standard for land requisition shall be implemented in accordance with the Notice of the People's Government of Henan Province on Relevant Issues Concerning the Collection of Comprehensive Land Price in Agricultural Areas, with the standard of 97.5 hectares. The social security standard is implemented in accordance with the Notice of Henan Provincial Department of Human Resources and Social Security on Publishing 202 1 Minimum Standard of Social Security Expenses for Land-expropriated Farmers, with the standard of 742,500 yuan/hectare. The above two comprehensive compensation standards are 17 1.75 million yuan/hectare, and the total cost of land acquisition compensation is 7 16 1.32 million yuan.

Compensation standards for ground attachments and young crops shall be implemented in accordance with the Notice of the Office of Luoyang Municipal People's Government on Printing and Distributing Compensation Standards for Ground Attachments of National Construction Expropriation Collective Land in Luoyang City, and compensation shall be made according to the facts.

Ways and methods of relocating verbs (abbreviation of verb)

The land acquisition plan will be resettled through the following channels:

1. Currency settlement. The compensation and resettlement fee for land requisition is 40,652,040 yuan, which will be paid in full and on time to the rural collective economic organizations whose land has been expropriated, and will be distributed according to laws and regulations.

2. Social security resettlement. The land social security fund of 30,958,092 yuan has been deposited in the designated account of Yibin Economic Development Zone. After the implementation of expropriation, eligible landless villagers will be included in the scope of social security.

3. Demolition and resettlement. This batch of land involves demolition, and the management committee of Yibin Economic Development Zone has formulated a demolition and resettlement plan to ensure proper resettlement according to the law and regulations.

Other matters of intransitive verbs

1. Within 30 days from the date of announcement, the owner and user of the expropriated land shall go through the compensation registration with the real estate ownership certificate and sign the compensation and resettlement agreement with the management committee of Yibin Economic Development Zone.

2. Since the date of announcement, no unit or individual will be compensated for planting, planting and building within the scope of land acquisition.

3. If the rural collective economic organizations and their members and other interested parties involved in the expropriated land have opinions, please apply for a hearing to the Yibin Economic Development Zone Branch of Luoyang Resources and Planning Bureau within 30 days from the date of promulgation of this circular. Fails to apply within the time limit, as a waiver of the hearing.
