Or monopoly enterprises provide production and operation services for promoting the use of ic cards. By compensating the service price of users, users shall not be charged separately. In order to control the issuance cost, IC cards that are not charged separately can be charged with a deposit from users according to certain standards, and the specific management measures for the deposit shall be formulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. If an IC card that is not charged separately needs to be reissued due to loss, damage or other reasons, it can be charged to the user according to the production cost, and the charging standard shall be approved by the the State Council price department or the provincial price department according to the application scope and price management authority. Approved by the provincial price department, it shall be reported to the the State Council price department for the record.
