Thirty-second [pre-property service fees] from the effective date of the pre-property service contract to the date of delivery of the house, the property service fees shall be borne by the construction unit. The property service fees from the date of delivery of the house to the date of termination of the previous property service contract shall be borne by the buyer according to the property service charging standards agreed in the previous property service contract. Property management area has been built but has not been sold or delivered to the buyer's property, property services costs borne by the construction unit.

If the house meets the delivery conditions and the buyer accepts the delivery of the house within the time limit, the start and end date of the property service fee stipulated in the preceding paragraph shall be calculated from the day after the expiration of the time limit for the construction unit to urge the buyer to accept the delivery.

According to the property management regulations promulgated by Heilongjiang Province, the property fee should be paid in full, and the time point is the day after the delivery time.
