-Vigorously promote energy conservation and emission reduction of enterprises, and intensify efforts to eliminate backward production capacity. According to the principle of "equal replacement, small upper part, superior and inferior", the existing production capacity of high energy-consuming industries such as electric power, building materials, metallurgy, nonferrous metals, chemicals and paper making will be controlled and adjusted incrementally. Strengthen the technological transformation of production process, actively promote the pilot project of circular economy, and focus on supporting sugar, building materials, non-ferrous metals, cement, metallurgy and other industries and the pilot project of circular economy in Laibin Industrial Park and Liugang, which has achieved valuable experience and initial results.

-vigorously promote the development and growth of enterprises. Efforts should be made to guide and encourage enterprises with vitality, competitive strength and development potential to become bigger and stronger and actively promote the formation of enterprise groups. Guangxi Silk Group was formally established in February 2007, and the establishment plan of Guangxi Chemical Group has been adopted by the executive meeting of the autonomous region government. At present, the establishment schemes of Guangxi Manganese Industry Group Company, Guangxi Forestry Group Company and Guangxi Sugar Group Company are being studied and formulated.
