Do property management owners have the right to organize the first owners' meeting spontaneously?

No right.

The State Council Order [2007] No.504 Property Management Regulations adopts the following clauses:

Article 6 The owner of a house is the owner.

Owners enjoy the following rights in property management activities:

(two) proposed to convene a meeting of the owners' congress, and put forward suggestions on matters related to property management;

(four) to participate in the owners' meeting and exercise the right to vote;

Thirteenth owners' meeting is divided into regular meetings and temporary meetings.

Regular meetings of the owners' congress shall be held in accordance with the rules of procedure of the owners' congress. Upon the proposal of more than 20% of the owners, the owners' committee shall organize an interim meeting of the owners' congress.

To sum up, the owners themselves are part of the owners' meeting and have the right to propose to convene the owners' meeting. In the case of an industry Committee, they can suggest that the industry Committee organize a general meeting of owners. If there is no industry committee, individual or partial owners may convene an interim meeting of the owners' meeting, but all owners must participate in the decision-making.
