When will the property fee subsidy for public institutions be implemented?

20 1 1 1 2004, State Taxation Administration of The People's Republic of China and other units jointly issued the Opinions of Beijing Central and State Organs on Property Management and Heating Reform in Residential Quarters (Guo Fang Ban Fa [2014] No.504). The "Opinions" pointed out that in order to promote the commercialization and monetization of property services and heating, a property services and heating subsidy system is implemented, that is, the central and state organs distribute housing property services and heating subsidies to employees in Beijing units, and employees pay property services and heating costs to property services and heating units in accordance with the property services and heating contracts. In Beijing, the central and state organs will no longer pay or reimburse employees for property services and heating costs. On-the-job employees and retired employees at bureau level or below will be paid monthly housing property service subsidies, and the housing heating subsidies will be paid once a year in the next heating season before the end of 10. The Opinions shall come into force on 20 15 1.
