If the property refuses to issue an invoice, the owner can provide a receipt to the tax department the next month to report the tax evasion of the property company, instead of protesting by refusing to pay the invoice. Therefore, the realty service enterprise has provided services in accordance with the contract and relevant regulations. If the owner does not pay the property fee on the grounds of not issuing the property fee invoice, it is difficult to get the support of the people's court, and the owner will bear the risk of losing the case. According to the service agreement, the parties to the contract assume different obligations. Property management companies have the obligation to provide property services, and owners have the obligation to pay property fees, which is the main obligation of both parties. However, invoicing is a collateral obligation, and money cannot be deducted just because there is no invoice. After all, property management companies still provide services. At the same time, it is appropriate for some property companies to issue invoices after the owners pay the fees. If the "tax point" of the invoice is charged extra, it is an arbitrary charge. Once the property company refuses to provide a formal invoice or invoice plus money, the owner has the right to refuse to pay and report to the tax and price departments.
According to relevant regulations, property management companies should take the initiative to issue invoices to owners when collecting property management fees. If the tax invoice is not provided, it is suspected of tax evasion.
