Why can't the mobile network cable pass the village brigade?

It is common that this kind of community (or village) is monopolized by an operator, mostly not because of the operator, but because the community developer or property management company has signed an exclusive agreement with an operator (possibly charging a fixed fee) to prevent other operators from entering the business, thus achieving the purpose of monopoly. This is the practice that the community (village Committee) seeks personal gain at the expense of the owner's choice, and can only communicate with the property (village Committee).
