Affected by subjective and objective factors, the group company did not have much information in the first half of the year, and the winning rate was low, so the situation was not optimistic. There is no reason to complete the contract. Therefore, all levels should keep a close eye on the "lifeline", identify the crux, grasp the key points, and ensure the completion of the annual contracting target.

Clear the main direction and focus on the high-end market. 1-In June, the whole group contracted 10 projects with the amount below 50 million yuan, accounting for 35.7% of the total contracted amount, and the total contracted amount was 224 million yuan, accounting for 10.7% of the total contracted amount. The effort and cost don't match the income. All units should calculate the economic accounts, choose the correct market objectives, concentrate effective resources on tracking large projects, focus on developing high-end markets such as passenger dedicated lines, long tunnels, deep-water bridges and urban subways, and change the passive situation by paying equal attention to the quantity and quality of contracts. In the second half of the year, we should strive for the support of the head office, give full play to the advantages of the group, increase tracking efforts, and focus on railway projects with good market foundation in the early stage, such as Baoxi, Hainan Donghuan, Nanjiang and Lari, so as to strive for substantive breakthroughs.

On May 10, the Ministry of Railways issued the Management Measures for Investment Control of Railway Basic Projects, which further standardized the project investment management and strengthened the process control, and commercial bidding faced more severe challenges. In railway bidding, all units must operate rationally, make clear their objectives and seek truth from facts. It is strictly forbidden to quote at a low price and do it after losing money. At the same time, we must do a good job in overseas markets. While managing the existing overseas markets, we will actively and steadily explore new market areas such as Malaysia and Thailand, and select the best to ensure the completion of the $200 million overseas contracting task assigned by the Head Office.

Promote regional business strategy and improve business network. On the whole, the market layout of the Group is reasonable, with the headquarters of various engineering companies as the center and advantageous projects as the base, forming business areas with Jiangsu, Zhejiang, Sichuan, Chongqing, Guangdong, Guangxi, Hunan and Gansu as the main bodies. In these fields, after years of careful cultivation, it should be said that it has a certain development foundation and certain advantages. The key now is to intensify efforts, further develop and form scale effect and brand advantage. All engineering companies should identify the main battlefield, strictly implement the regional management measures of the group company, and develop in depth in the established area. There must be 2-3 market areas with stable positions, tenable positions, sound business networks and obvious competitive advantages, and sufficient manpower and material resources should be invested to focus on development, so as not to fall into the quagmire of "guerrilla warfare" again. However, we should be soberly aware that the speed of projects varies greatly, and some projects progress slowly, especially the investment ratio is not satisfactory, and the follow-up pressure is huge.

First, "five-wheel drive" promotes progress.

The Development Zone has earnestly implemented the spirit of the conference of "Revitalizing the City by Industry" and "Year of Project Promotion", worked together with Qi Xin and adopted various measures to promote the project, showing a pattern of "five-wheel drive":

(1) Policy promotion. Since the beginning of the year, the development zone has sorted out 25 financial support policies for revitalizing the city through industry in Hangzhou, compiled them into a book and issued them in time, which has been well received by enterprises entering the zone; At the same time, policies such as "Several Opinions on Accelerating Project Construction (Trial)" and "Several Opinions on Accelerating Industrial Economic Development (Trial)" were issued, which greatly stimulated the enthusiasm of enterprises entering the zone for project construction.

(2) Publicity. Combined with the "Project Promotion Year" activities carried out by the municipal government, a strong promotion atmosphere has been created. First, hold a project promotion mobilization meeting to carry out publicity in a timely manner; Second, different types of special meetings were held, and five promotion meetings were held in April alone, which made the unsalable enterprises feel considerable pressure; The third is to improve the method of linking the team leader with the project, forming a pattern of leadership taking the lead, departmental coordination and leading departments focusing, which has produced a strong "* * * shock" effect.

(3) service pull. Service has been further extended to breadth and depth, and service efficiency has been further improved. The first is to highlight personalized service methods. Aiming at the individual problems existing in each project, the "point-to-point" service mode adopted has strong accuracy and effectiveness; The second is to expand the service connotation. "Bank-enterprise communication platform" broadens the financing channels of enterprises, and "Interpretation of imported equipment policy" provides policy guidance for enterprises to grasp the direction of equipment procurement.

(4) Typical driving. In view of the status quo of different project teams and intermittent internal management, timely publicize the good practices and work experience of enterprises with "fast project promotion, excellent internal management, good civilized construction and strong safety awareness", and invite the project manager to introduce the experience and experience of project management, so as to play a peer-to-peer role.

Through the above measures, the project promotion has achieved phased results. Although this effect is not great, it is still a great improvement compared with the first three months:

(1) The speed of newly started projects has been accelerated. Since the beginning of the year, three projects have been officially started and are progressing smoothly. 1 The project implements "pile driver first" to complete part of the pile foundation; The two projects are ready to start construction and will start construction in the near future. Mei Jia carried out the equity transfer, set up a new project team, completed the industrial and commercial changes, and now it moves quickly; "Anshi Industry" construction drawing design has been formed and will be put into operation soon; "Tang Zheng" completed the construction drawing design. Second, new projects move quickly. "Meijiabiao" has completed the procedures of industrial and commercial registration, land bidding, auction and announcement since it signed the settlement agreement on March 5. The evergreen silicon project is progressing rapidly. The agreement was signed on May 19, and it was listed on the 23rd, reflecting the "speed of Qianjiang Development Zone".

(4) The production target is not far away. Wutai Phase I will be the first production project. At present, more than 100 people have been recruited and launched.

After business training, equipment installation has gradually started, and trial production is expected in July; Tiandi Digital will be completed in September and relocated at the end of the year. Zhejiang Jiashi, Lucheng Machinery and Tongda Industry will also be put into production this year. In addition, some enterprises with standard factories have started production. It can be said that the production target is just around the corner, and the harvest results are not far away.

(5) The recruitment of standard workshops is gratifying. By the end of April, the standard factory building of Hongfeng Phase I (1.8000 square meters) had all been rented out, and six enterprises had settled in, among which three enterprises, Centennial Logo, Li Yong Tools and Edema Essence, had been put into production, with an estimated annual output value of 200 million yuan. Adhering to the theme of "energy conservation and environmental protection", the Energy Conservation Industrial Park has signed admission agreements with two units, and several large projects are under intense negotiation. At the same time, the "Qianjiang Innovation and Entrepreneurship Industrial Park" has been well planned and will officially start construction in June+10, 5438.

Third, we should pay attention to the "two big gaps"

Although the project promotion has achieved certain results, it can only be said that it is a small step; Compared with the target requirements, there is a big gap and the situation is grim. Mainly manifested in two aspects: First, the phenomenon of progress lag is prominent. One is that the progress is not fast enough, a few months later than the scheduled time. Among all the projects under construction, except Xinbei Industrial and Hongfeng Phase II, other projects are more or less lagging behind, ranging from recent months to many months. Secondly, the action is slow and seriously delayed. Many project design schemes have been changed again and again, and the construction unit has not yet been decided, which has caused serious delays in handling procedures. Second, the phenomenon of insufficient investment is serious. In the first four months, the fixed assets investment of enterprises entering the zone was 654.38+0.59 billion yuan, accounting for only 6.36% of the annual plan. After deducting the land payment of 3.78 378. 1.00 million yuan, the actual investment is 65.438+0.2/kloc-0.00 million yuan. Not only is it far from the goal, but it also does not match the image progress.

The above phenomenon has both objective and subjective reasons. There are objective reasons such as rising raw material prices and tight money supply, but more important are subjective reasons: First, poor staffing. There is no project team in the early stage of individual enterprises entering the zone, so it is difficult for a manager to deal with complex affairs, and it is impossible to make a quick decision and delay time. Second, internal management is not smooth. The responsibilities between shareholders are unclear and it is difficult to make decisions; The relationship with the construction unit can not be handled well, resulting in the untimely supply of materials suppliers, job-hopping of construction personnel, petitions and other phenomena. Third, the economic strength is not strong. The rising price of steel structure and the deviation of investment scale have led to the delay in signing the construction agreement. Fourth, the construction unit did not make a thorough investigation. Blind pursuit of low-priced units leads to the phenomenon that construction units are affiliated and subcontracted, which further affects the progress of the project.

Fourth, the "three major initiatives" attacked again.

In the next step of project promotion, we should continue to firmly grasp the goal of "input 2.5 billion yuan and output 65.438+0.5 billion yuan", and keep in mind the truth that "as long as the spirit does not decline, there are always more ways than difficulties" and "big development is difficult, small development is difficult, and no development is the most difficult", and take three major measures to make a heavy attack, laying the foundation for the comprehensive completion of the "Three Five Actions":
